MINUTES <br />R~ULAR CITY COUNCIL MEETING <br />FEBRUARY 1l~, 1979 <br />Page 2 <br />from "start up" payments to "ongoing payments". The ongoing payment <br />method means that the City will be reimbursed on the basis of the <br />number of housing contracts in the community. <br />Councilmember McGough moved, seconded by Councilmember Brown, that <br />the revised contract with Metro HRA be signed. Motion carried <br />unanimously. <br />Mayor Warkentien moved, seconded by Councilmeunber Brown, to appoint <br />Erma Olson to the Subcommittee to Investigate Issues of Concern <br />Regarding Section 8 Housing. Motion carried unanimously;. <br />Clerk Administrator Barnes informed Council that the street lights <br />on County Roads can be changed to high pressure sodium at no coat <br />to the City and the cost of operation will be 1/3 less than the <br />present lights. It was suggest©d that 21 lights be turned back on. <br />Mayor Warkentien moved, seconded by Councilmember Black, to authorize <br />Clerk Administrator Barnes to instruct Northern States Power to turn <br />on 21 lights and change to high pressure sodium as presented. Motion <br />carried unanimously. <br />Clerk Administrator Barnes was also instructed to attempt to negotiate <br />with Roseville renardin~ the street lights on Rnselawn Avenna_ <br />Engineer Lemberg presented to those in attendance preliminary plans <br />for the improvement of Garden Avenue from Pascal to Snelling. Concerned <br />citizens Mrs. Geer, 1803 Pascal, William Brown, 1808 Asbury and Raymond <br />Wirth, 1795 Pascal examined the plans with Council and Engineer Lemberg. <br />After a lengthy discussion Mayor Warkentien moved, seconded by Council- <br />mernber McGough to approve the preliminary plans for improvement of <br />garden Avenue, and authorized Engineer Lemberg to present the plans to <br />the State Hig~~t~ay Department for approval. Motion carried unanimously. <br />SECTION 8 <br />HOUSING ( .) <br />ERMA OLSON <br />APPOINTED TO <br />SECTION 8 <br />SUBCOMMITTEE <br />STREET LIGHTING <br />GARDEN AVENUE <br />IMPEQVEMI:NT <br />Councilm~nbor McGough moved, seconded by Councilmember Brown to appr©v~ CLERK ADM. <br />Mayor Waxkentien's appointment of Clerk Administrator Barnes as Program LIAISON FOR <br />Liaison for the 1980 census. Motion carried unanimously. 1980 CENSUS <br />Co~tncilmember Black moved, seconded by Councilmember McGough, to <br />authorize Clerk Administrator Barnes to pay $7,001.33 repair costs <br />for the .Larpenteur Lift Station. Motion carried unanimously. <br />REPAIR OF <br />~~.RPENTE'UR LIFT <br />STATION <br />Attorney K enefick informed Council he has reviewed the insurance INSURANCE FOR <br />policy issued to Indianhead Cour:;°~1 No. 295, Boy Scouts of America, BOY SCOUTS <br />which is sponsored by the Falcon Ax~ights Fire and Rescue Department. <br />Lnore is some concern regarding possible injuries to the Scouts while <br />engaged in activa.ties with the Fire Department. <br />Councilmember Black moved, seconded by Councilmember McGough to <br />authori~:~; ;:.;.ark Administrator Barnes to contact the ager-,~~ for INA <br />Insurance Co. to make arrangements for the City of Falcon Heights <br />to be insured under the policy covering the Indianhead Council <br />No. 295, Boy Scouts of lbnerica. Motion carried unanimously. <br />
