MINUTES <br />~~j REGULAR CITY COUNCIL MEETING <br />March 11~, 1979 <br />Page 2 <br />.Mayor Warkentien opened the <br />' discussion regarding whether to retain RESOLUTION 79- <br />or rescind Resolution 7'-8 - No Parking -Fire Lane - at 1607 West NO PARKING FI <br />Larpenteur as presented at the February 28, 1979 Council Meeting. LANE, 1607 W. <br />Mayor Warkentien explained to those in attendance that Council had LARPENTEUR <br />received a request from the owners of Lido Cafe to allow parking <br />next to the building and next to Larpenteur Avenue, leaving the <br />center lane open as a.Fire Lane in order to conform with the park- <br />ing arrangements in most of the City. <br />Jean Klosterman, 3l~25 Skycroft Circle, St. Anthony, representing JF,AN KLOSTERMAN <br />her parents, Mr.:and Mrs. Norbert Hermes, owners of the Hermes 3?~25 SKYGROFT. <br />Shopping Center, addressed Council explaining that their preference ST. A?~'I'HONY <br />for having the Fire Lane next to the building was because they were <br />attempting to update the Shopping Center in accordance with the <br />parking arrangements in other communities. <br />Mike Labalestra and Gene Gasparro, representing Lido Cafe, informed MIKE LABALESTRA <br />Council they feel placing the Fire Lane in the csjnter lane is more GENE GASPARRO <br />practical due to the fact that it is in compliance with other exist- <br />ing parking areas in the City. Mr. Labalestra also explained that <br />the entrance to the present Fire Lane is narrowed to a point where <br />it is impossible to pass through, due to the snow that is piled <br />along Larpenteur narrowing the parking area. <br />Mrs. Klosterman stated that the parking layout was planned carefully JEAN KLOST <br />and approved by Engineer Lemberg. <br />After a lengthy discussion Councilmember McGough moved, seconded by RESOLUTION 79-f, <br />Councilmember Brown to rescind Resolution 79-8. Upon a vote being RESCINDED <br />taken the following voted "aye": Mayor Warkentien, Councilme~nbers <br />McGough and Brown, and the following voted "nay": Councilmembers <br />Black and Steele. Motion carried. <br />Councilmember Black moved, seconded by Councilmember Steele to <br />instruct Engineer Lemberg and Fire Chief Renchin to further review <br />the matter, and that the Councilmembers again examine the parking <br />area. Motion carried unanimously. <br />Mayor Warkentien presented a request from Clerk Administrator Barnes <br />to purchase 2 "No Truck Route" signs to be posted at each end of <br />the alley between Arona and Pascal north of Larpenteur. This request <br />was made due to a letter from Mr. and Mrs. A. Clayton Zimmerman, 1163 <br />West Larpenteur, informing that semi-trailers from the shopping center <br />have been driving fihrough the alley. <br />After some discusaion Councilmember Steele moved, seconded by Mayor NO PARKING ON <br />Warkentien that parking be banned on the east side of Arona from the EAST SIDE OF <br />alley to Larpenteur between the hours of 8:00 a.m. and 5:30 p.m.~, ARDNA FROM ALLEY <br />Monday through Friday, except holidays. Motion carried unanimously. TO LARPENTEUR <br />It was f eft that this arrangement would enable semis to turn on to <br />Arona more easily and would alleviate tho need to drive through tYie <br />alley from Arona to Pascal. <br />
