2~ MINUTES SPDCIAL CITY COUNCIL MEETING APRIL 17, 1979 Page ~ Mayor Warkentien recognized representative Niike Fritz as being in attendance to observe the discusssion on Community Service. No further action was taken. Metropolitan Council Representative, Todd Lefko addressed Council regarding the Comprehensive Plan for Falcon Heights. Clerk Admini- strator Barnes requested a sample copy of a plan for a community of a size comparable to Falcon Heights. Attorney Kenefick inquired if it is possible for a city to prepare a Comprehensive Plan without the aid of a hired planner. Mr. Lefko agreed to provide the sample plan and check with his staff as to the answer-, to Attorney Kenefick's question. -- Mayor Warkentien informed that it was necessary to delegate an Acting Mayor for the City a$ that position had previously been held by Bill Black. Mayor Warkentien moved, seconded by Council- member Brown that Councilmember Pete McGough be delegated by the Council as the Acting Mayor for the remainder of Bill Black's term. Upon a vote being taken the following voted 'aye": .Mayor Warkentien, Councilmembers Steele and Brown, and the following voted "nay'!: None. Councilmember McGough abstained. Motion carried. Motion carried unanimously. TO FILL COUNCIL VACANCY Mr. Kurpiewski was then sworn in by Mayor Warkentien and given the following Council Assignments: Insurance, Legislative Liaison , Human Rights Commission, Animal Control, and Alternate Representative to Ramsey County League of Local Governments.
