MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />APRIL 17, 1979 <br />Page 5 <br />Attorney Kenefick informed Council that he had reviewed the <br />Comprehensive Plan requirements and the specific statutes which <br />deal with the Metro Council and the requirement that muncipalities <br />have a Comprehensive Plan. H,e stated he could not find anything <br />' in the statutes which requires a community to hire a professional <br />planner. The statute only requires that the muncipality produce <br />a plan, and he felt that the City of Falcon Heights could prepare <br />a Comprehensive Plan without a professional planner. <br />Attorney Kenefick also informed that the contract with Howard <br />Dahlgren and Associates, Inc. may be terminated by giving 30 days <br />notice for any cause should the consultants fail to fulfill their <br />obligations in a proper and timely manner. If Council feels that <br />Howard Dahlgren and Associates, Inc. is not providing the type of <br />material which should be provided that would be cause for termi- <br />nation and 30 days notice could be given. <br />Si <br />COMPR~iENSIVE <br />PLAN <br />Councilmember McGough moved, seconded by Councilmember Steele that HOWARD DAHLGREII <br />the City of Falcon Heights terminate the contract with Howard & ASSOC. <br />Dahlgren and Associates, Inc. for the reason that the Council feels CONTRACT TO BE <br />that the Planner has not lived up to their expectations in fulfilling TERMINATED <br />the necessary needs for a Comprehensive Plan. Motion carried unani- <br />mously. <br />Attorney Kenefick was directed to draft a letter giving Howard <br />Dahlgren and Associates, Inc. 30 days notice of termination. <br />Clerk Administrator Barnes informed Council that he had checked <br />into the cost of clip on mikes for Council and the prices range <br />from $75.00 to $115.00 each and he did not recommend the purchase <br />of the mikes. <br />Attorney Kenefick informed that he had checked into the CETA <br />program and that due to a special exeanption for CETA employees the <br />City would not be obligated to pay unemployment compensation to <br />CETA employees employed by the City. He also indicated that if the <br />City hires summer help other than through CETA the City would be <br />involved with unemployment compensation. <br />Councilmember Steele suggested that if temporary help is hired (other <br />than CETA) they be hired for 11~ weeks limit, as if they are terminated <br />the 1l~th week the City would not be obligated to pay unemployment. <br />Attorney Kenefick was requested to present a written statement to <br />Council stating his opinion on unemployment compensation in order <br />that there would. be no questions regarding the matter. <br />Clerk Administrator Barnes suggested to Council that a ceremony <br />be held recognizing donations for the new ambulance. Mayor Warkentien <br />instructed the Clerk Administrator to contact donors and determine if <br />they would be interested in such a ceremony. <br />Mayor Warkentien informed he had received a letter from the Governors <br />Office of Volunteer Services stating that Governor Quie has declared <br />the week of April 22-28 as Volunteer Recognition Week, and suggested <br />PART TIME <br />SUMMER <br />EMPLOYEES <br />
