i <br />1 <br /> <br />MINUTES <br />REGULAR CITY <br />MAY 23, 1979 <br />Page 3 <br />COUNCIL MEETING <br />Mayor Warkentien moved, seconded by Councilmember Brown, that Russell <br />Bierbaum, 1745 Simpson, be appointed to fill the vacancy created by <br />the resignation of. Nancy Kareken. Motion carried unanimously. <br />Clerk Administrator Barnes informed Council that some residents have <br />requested lower speed limits in alleys in Falcon Heights for safety <br />reasons. A discussion followed regarding changing the alley speed <br />limits from 15 miles per hour (the present speed limit) to 5 miles <br />per hour. Councilmember McGough moved, seconded by Mayor Warkentien, <br />that all alleys in the City of Falcon Heights be posted with "5 mile <br />per hour" speed limit signs and to authorize Clerk Administrator Barnes <br />to purchase 30 signs at a cost of $213.00. Motion carried unanimously. <br />A request from Harry P. Bruncke, 1710 N. Albert, to revise Ordinance <br />148, Section 3, regarding the $500.00 requirement on building permits <br />was discussed and noted. <br />Clerk Administrator Barnes (at the request of Councilmember McGough) <br />reported he had contacted Northwestern Bell Telephone Co. regarding <br />the possibility of having the Touch-A-Matic telephone system installed <br />in the City Office. The system would provide the following advantages: <br />(a) permit 3 way conversations, (b) intercom, (c) one button dialing, <br />with a capacity for 31 numbers in the memory, (d) capacity for 4 lines <br />in the future, if necessary. Councilmember Brown moved, seconded by <br />Councilmember Kurpiewski, to authorize the Clerk Administrator to <br />negotiate with Northwestern Bell for a 3 year contract for the Touch- <br />A-Matic telephone system, the cost of the installation to be $171.50, <br />which amount is to be taken from the Treasurer's Cash Balance. Motion <br />carried unanimously. <br />Mayor Warkentien informed Council that he had been contacted by Herb <br />Strandquist, 1875 N. Snelling, regarding the fire hydrant in front <br />of his home. The hydrant was damaged by a car accident last fall and <br />is still out of order and the neighbors are concerned there is not <br />ample fire protection. The St. Paul Water Department requested the <br />City expend $350.OOto have a gate valve installed, in order that the <br />hydrant could be repaired in the future without shutting off water to <br />residents. Council felt it was the Water Department's responsibility to <br />repair the damaged hydrant and to install a gate valve if they desire, <br />at no cost to Falcon Heights, as the Water Department realizes all of <br />the water revenue. Mayor Warkentien had discussed the matter with the <br />Water Department and the hydrant is to be repaired this week. He had <br />also discussed the matter with Engineer Lemberg, who feels a gate valve <br />is not feasible and recommends break away hydrants. <br />Mayor Warkentien moved, seconded by Councilmember Kurpiewski, that Council <br />does not feel it is feasible to install gate valves and if a hydrant is <br />damaged the City should insist that the Water Department install a break <br />away hydrant.
