?IINUTES V 2 <br />REGULAZ CITY COUNCIL MEETING <br />JULY 11, 1979 <br />PAGE 6 <br />Iie informed Council that this would only raise our budget $20,000 plus per LEVY LIMITA- <br />year, yet the policiing contract was increasing $30,000 ;plus, which would TION (cont.) <br />require the Council to exceed its levy limit. If this.~~ere the case, the <br />state would withhold 33 1/3% of every dollar exceeding the levy limit. <br />He also explained that the Council does have other alternatives as follows: <br />(a) Council could pass a resolution to exceed the levy limit by 5% and <br />publish notice of a public hearing and they they would only be penalized <br />15 ceizts on every dollar they go over the levy limit. If 5% of the voters <br />at the last General Election petition for a referendum there would have <br />to be a referendum on the 5% increase. <br />(b) The Council can initiate a referendum to increase the base levy <br />limitation t_o any amount if they wish, which could give them operating <br />room if tLie public voted to set a neu base. <br />(c) 'Phe Council could retain their present status and cut service, such <br />as recreation, street maintenance, ?oliciing, fire and rescue, etc. Tlaey <br />could al.su asse.s:~ certain services such as street seal coatin; and street <br />li~htin~. <br />No action was taken at dais time, but it was suggested that Council pursue <br />alternate ~~~ays to deterrr ne Jahat procedure should be taken. <br />Councilrleriber lvlcCough moved, seconded by clayor ti~arkentien, that Deputy AL ROLEK' S <br />Clerk, :'11 l:oielc's entire salary of $825.00 per month be charged to the SALARY C1-IARGED <br />Liquor Jtore. Motion carried unanimously. TO LIQUOR STORE <br />T.-Tayor ~~7arlcentien informed Council that John Sosniecki, Liquor Store JOAN SOSNIECKI <br />Employee, lags asked for a salary increase from $11,500.00 per year SALARY INCREASE <br />to $13,500.00 per year due to the increased responsibilities since RE2UEST <br />the retirement of George ldillkom. 'Che matter was deferred until later <br />;chile awaiting job descriptions for each Liquor Store employee. <br />Attorney Kenefick presented to Council a ,>roposed ordinance updatinu ORDINANCE 165 <br />the t'lnimal Control Ordinance. Councilme~aber Stone moved, seconded ANIMAL CONTROL <br />by Councilmember McGough that Ordinance ~i165 be adopted. Upon a vote ORDINANCE UP- <br />being taken the following voted "aye": Councilmembers McGough, Stone, DATE <br />Steele and Brown, and the following voted "nay": Mayor Laarkentien. <br />Motion carried. <br />ORDINAIdCT~. 165 <br />AN ORDIIANCE AMENDING ORDINANCE IdO. 101 ENTITLED "AiQ ORDINANCE <br />REGISTERING AND REGULATING TTIL' -KEEPI_~G Or DOGS AND REPEALIIIG <br />ORDINAICE NOS . 39 , 55 AidD 79" . <br />Councilmember McGough presented to Council copies of the questionnaire UPDATE <br />which will be completed by citizens for the Comprehensive Plan. Iie COMPREHENSIVE <br />also informed he had become aware that some communities have hired PLAN <br />a grants person who goes over thousands of state and federal grants <br />which are available, thus finding grants for which the community might <br />be eligible. Councilmember McGough thought it might be worth con- <br />sidering for ralcon Heights. <br />
