MINUTES <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 22, 1979 <br />PAGE 3 <br />Clerk Administrator Barnes reported on several collection agencies <br />contacted regarding collection of past due rescue service bills. <br />Councilmember Steele inquired whether or not the medical collection <br />agencies would be able to collect for the Liquor Store and felt that <br />the City should not limit the collections to only medical. Mayor <br />Warkentien moved, seconded by Councilmember McGough, that the Clerk <br />Administrator be authorized to work out plans for a collection agency <br />for both Rescue Service and the Liquor Store. Motion carried unani- <br />mously. <br />-~ <br />COLLECTION <br />AGENCY FOR <br />RESCUE SERVICE <br />AND LIQUOR STORE <br />Clerk Administrator Barnes informed that he had checked on the fines STATE FAIR <br />for citations on the Fairgrounds during the State Fair. During the CITATIONS <br />fair (and the week before and after) the fines collected go to the <br />Attorney General's Office, and after costs are deducted, the State <br />Fair receives the remainder. <br />Councilmember McGough reported on the "Task Force on Levy Limits <br />attended by he and Clerk Administrator Barnes in Alexanderia, <br />Minnesota on August 16 and 17, 1979. He informed that after the <br />work session, three committees were set up as follows: (1) Data <br />and Technical Committee, comprised of .E?inance Directors, (2) <br />Presentation Committee, comprised of City Managers, and (3) Steering <br />Committee, comprised of Elected Officials, which will be making pre- <br />sentations to communities throughout the State of Minnesota. <br />Mayor Warkentien informed Council that the North Suburban Youth <br />Service Bureau is applying for State Youth Intervention Grant Funds <br />for 1980. One of the grant requirements is that a letter of end- <br />orsement be submitted from cities served by the Youth Service Bureau. <br />Mayor Warkentien moved, seconded by Councilmember Brown, to authorize <br />Mayor Warkentien and Clerk Administrator Barnes to write a letter to <br />the Crime Control Planning Board endorsing the application for the <br />grant and urging them to act favorably on the request. Upon a vote <br />being taken the following voted "aye": Mayor Warkentien, Council- <br />members Steele, McGough and Brown, and the following voted °tnay": <br />None. Councilmember Stone abstained. Motion carried. <br />LEVY LIMITS <br />TASK FORCE <br />REPORT <br />NORTH SUBURBAN <br />YOUTH SERVICE <br />BUREAU <br />Clerk Administrator Barnes presented to Council a request from the GTA TO PARK 10 <br />Grain Terminal Association to park 10 cars in the City parking lot for CARS ON CITY <br />the duration of the State Fair. Councilmember McGough moved, seconded LOT DURING FAIR <br />by Mayor Warkentien that the request be granted. Motion carried unani- <br />mously. <br />Mayor Warkentien presented to Council a petitionfrom residents on NO PARKING ON <br />Arona requesting "no parking" on one side of Arona during the State WATER SIDE OF <br />Fair. Councilmember Steele brought up for discussion the posting STREETS NORTH <br />of streets north of Larpenteur on the water side of the streets and OF LARPENTEUR <br />questioned why the staff had not put up "no parking" during the DURING FAIR <br />Fair in this area, as has been done the past 3 years. <br />Clerk Administrator Barnes felt that there was no parking problems <br />north of Larpenteur other than a few days during the Fair. Council <br />preferred the posting be done north of Larpenteur to Roselawn. <br />Councilmember Steele moved, seconded by Councilmember McGough that <br />"no parking" signs be posted on the water side of the streets, north <br />
