[1 <br />1 <br /> <br />MINUTES <br />REGULAR CITY <br />MAY 14, 1980 <br />PAGE 3 <br />COUNCIL MEETING <br />Clerk Adminstrator Barnes presented to Council Resolution 80-13 re- <br />questing that Metro Council HRA apply for rehabilitation grant funds for <br />Falcon Heights.. Councilmember Larson moved, seconded by Councilmember <br />Brown that the resolution be adopted as presented. Motion carried <br />unanimously. <br />RESOLUTION 80-13 <br />A RESOLUTION REQUESTING THE METROPOLITAN COUNCIL HRA <br />TO APPLY FOR REHABILITATION GRANT FUNDS FOR THE CITY <br />OF FALCON HEIGHTS <br />~~ <br />RESOLTUION <br />80-13 <br />Mayor Warkentien opened a discussion on the possible building of a new NEW CITY HALL <br />City Hall since GTA has expressed interest in purchasing the present City DISCUSSION <br />Hall property. He informed those in attendance that several council- <br />members and he accompanied Engineer Lemberg on a tour of newly constructed <br />city buildings in several metropolitan communities. <br />Mayor Warkentien requested Council approve the letter of intent allowing <br />Bonestroo, Rosene, Anderlik and Associates to work up plans for a new City <br />Hall in order that the plans may be presented to the University of Minnesota <br />together with a request for a possible 99 year lease of University land for <br />a building site. One site mentioned was the undeveloped land at Coffman <br />and Larpenteur adjoining the University Grove Park area. Engineer Lemberg <br />stressed the importance of investigating many sites and affirmed that it <br />would be necessary to have plans drawn up before approaching the University <br />as they will expect such plans. He also stated that the plans are necessary <br />to use as a guideline as to area need and estimated cost of construction. <br />Councilmember Brown informed that the Fire Department is not receptive to <br />the idea of moving to the Grove area as they feel it is too far from the <br />center of the community and a majority of the firemen live or work in areas <br />east of the community. <br />Councilmember Eggert inquired as to the cost of the preliminary plans and was <br />informed by Engineer Lemberg that it should be under $1,000. Clerk Administrator <br />Barnes has put together a rough sketch showing what he feels should be included <br />in a new City Hall. <br />Councilmember Eggert expressed concern as to whether or not GTA will definitely <br />purchase the present City Hall site and he would be hesitant to spend $1,000 <br />for plans when the sale is not definite. Mayor Warkentien and the Clerk <br />Administrator assured him that GTA does want the property and has on two <br />occasions approached the City regarding the possible purchase. They all stressed <br />the fact that GTA is badly in need of the space and has the money to make such <br />a purchase. Councilmember Eggert felt there should be a written statement from <br />GTA stating intent and also some indication that the University of Minnesota <br />would be receptive. <br />Mayor Warkentien moved, seconded by Councilmember Larson that Bonestroo, Rosene, <br />Anderlik and Associates be authorized to proceed with preliminary plans for <br />construction of a new City Hall. Motion carried unanimously. <br />Clerk Administrator Barnes presented a proposed "Noise Ordinance" which the PROPOSED <br />Ramsey County Sheriff's Department submitted to contractual communities for NOISE <br />consideration. Council requested that the Clerk Administrator revise the ORDINANCE <br />ordinance and re-submit to Council. <br />
