4 <br />A discussion was held informing the subdivider that it was in- <br />cluded in the "No Build" area, and that no permit to construct <br />any building would be issued. Mayor `iarkentien introduced the <br />following Resolution and moved its adoption: <br />RESOLUTION #75-5 <br />A RESOLUTION APPROVING LUTHER L. JOHNSON'S REQUEST <br />FOR A SUBDIVISION OF EXCEPT THE EAST 25 FEET, THE <br />NORTH 150 FEET OF THE SOUTH 825 FEET OF THE EAST <br />1/3 OF THE NW 1/4 OF EAST 60 ACRES OF THE SW 1/4 <br />OF SECTION 16, TOWNSHIP 29, RANGE 23, PURSUANT TO <br />RESOLUTION #75-4 IN REGARD TO THE "NO BUILD" AREA <br />Councilman Labalestra seconded the foregoing Resolution, and <br />upon a vote being taken, the following voted in favor thereof: <br />Mayor Warkentien, Councilmen Steele, Ecklund, and Labalestra, <br />and the following voted against the sames None. Motion carried. <br />Mr. Thomas Lindgren, representing Lido Cafe, was present to <br />discuss the issuance of a building permit for the revised plans <br />for a kitchen facility addition to the Lido Cafe. A memorandum <br />from Councilman Black, who was absent, was noted by the Council, <br />stating that he and the Building Inspector had reviewed the plans <br />and found them in order, and that the plans were substantially <br />less than originally approved, and that it did not appear.~• neces- <br />sary to be reviewed by the Planning Commission. Mayor Warkentien <br />moved, seconded by Councilman Steele, to authorise the issuance <br />of a building permit to Lido Cafe for the addition to provide <br />additional kitchen facilities to the east of the existing structure. <br />Motion carried. Councilman Labalestra abstained. <br />Filler-Up's request to install a sign approximately four by eight <br />feet was deferred to some future meeting when sufficient data will <br />be presented to the Council. <br />A discussion was held in respect to the maintenance of commercial <br />parking lots, and Attorney KeneEick was directed to draft a pro- <br />posed ordinance. <br />Engineer Lemberg peesented and submitted blue prints drawn up by <br />the Ramsey County Engineering Department for a suggested widening <br />of Larpenteur Avenue from Albert to Hamline which would permit <br />residential parking along Larpenteur Avenue. It was noted that <br />the cost would be approximately $72,000.00 and that the County <br />would not participate in the cost. The Council directed Clerk- <br />Administraton Barnes to notify the property v~mers involved that <br />the blue prints are on file as well as the cost figures. <br />Clerk-Administrator Barnes read a proposal submitted by Robert <br />R. Licht representing Midwest Planning and Research, Inc. to <br />assist the City of Falcon Heights if they so desire in applying <br />for a portion of the $1.4 million available to Metropolitan <br />Communities under Title 1 of the Housing and Redevelopment Act <br />of 1974. The Council requested that this be deferred until the <br />next meeting of January 23~ 1975 when Councilman Black could <br />be present to discuss the matter. <br />LUTHER L.
