<br />Counc~_l_man Black presented for discussion the variance request of. Bruce BRUCE HARDEN-
<br />Harden, 1777 Si~;rpson, for a one and one-half story addition to the VARIANCE REQUEST
<br />south side of his home.
<br />Councilman Black noted t~'iat the addition would fall within 3 feet of the
<br />existing lot line, and stated he would need the dimensions of the lot and
<br />existing building, shown on the plans. He stated after this information
<br />had been obtained, it could be forwarded to the Planning Commission.
<br />Councilman Blac1- moved, seconded by Councilman Steele, to forward to the
<br />Flanning~ Commissicn Bruce Harden's variance request. Upon a vote being
<br />taken, the following voted "aye": Mayor-?^7arkentien, Councilmen Black,
<br />Ecklund, Steele, and Labalestra, and the following voted "nay": None.

<br />Councilman '31ack presented for discussion the Thatcher preliminary plat, THATCHE'_?
<br />as submitted by Contractor Victor Michels, for the property north of PRELIMINARY
<br />Garden and west of Snelling. Councilman Black stated the proposed pi.an PLAT :HEARING
<br />was to subdivide the tract into 12 or 13 lots of 10,OC~ square feet, ~Tith
<br />a cul-de-sac provided at the westerly end of the proposed street.
<br />Councilman Black then read the letter from Engineer Lemberg in regard to
<br />the Thatcher preliminary plat. In tr,e letter, Engineer Lemberg had noted
<br />the contractor at the time had no details for elevation, contours, utilities,
<br />adjacent buildings, topography, and that this information would be needed.
<br />Engineer Lemberg noted, rottiTever, at this time he had received more information
<br />from the contractor, and stated he felt the application and his letter in re-
<br />gard to it could be forwarded to the Planning Commission at this time.
<br />Councilman Black moved, seconded by Councilman Steele, to sub_r.it the Thatcher
<br />preliminary plat to the Planning Cornrnission for stud;, consideration, and
<br />recommendations. Upon a vote being taken, t.e following voted "aye": Mayor

<br />voted "nay's : Nine. l~~o',.io,:~ carried.

<br />for the improvements of the Larpenteur and Snelling comme~~cia1 area, dated COMMITTEE
<br />February 7, 1975, as discussed by the Council at an earlier date. REPORT -

<br />Mayor 1^larkentien stated he felt there was unfairness in Mike Halko's SNELLING
<br />newspaper article on the Citizen's Committee ?'F'port, and noted that, the COMMERCIAL AREA
<br />Council had worked in many areas tc, improve the business community, as
<br />notice of problems had come to the Council's attention.
<br />Mayor h'arkentien also noted that Lido's Cafe had made inquires into the
<br />Croft property to be rezoned for parking, and. discussed Midwest Planning's
<br />recommendations. He suggested the Council prepare a plan to do work on the
<br />nortr:east corner. He then read the Citizen's Committee Report; in portion.
<br />The Mayor noted that Clerk-Administrator Barnes, Engineer Lemberg, and him-
<br />self had met with the State Highway Department, and that they read discussed
<br />overhead walkways to connect the business area, and ingress to the Cohen
<br />property at Idaho, instead of Hoyt along the service road.
