Mr. Bruce Rushton, Chairman of the Citizen's Committee, was present to CITIZENsS <br />discuss with the Council the Citizens s Conuni-ci,ee Report. He stated it COMMITTEE <br />was most unfortunate that the newspaper had published comments on the REPCRT, <br />report prior to reviewing it with the Council, He commended the Council CONTINUED <br />for action taken so far on the P.U.D. ordinance, and other ordinai~es <br />regulating commercial property, i'.e stated he found some commi~cees were <br />making major changes with strong support of the business committee, ire <br />suggested that for changes in the business community, that both the pro- <br />perty owners an' renters be actively included (mentioning :~cr_cs and <br />housing improve-mlent authorities) in relation to the project. He mentioned <br />that rTortheast Planrir~g i-cad worked with D.obbinsdale, for example, in ti~ese <br />areas. He stated long-term developments could be handled ~,~ this way, but <br />there would be peop?_e that would not like the type of long-term develop- <br />ments. He continued, stating that a masterp3_s.n would have to be approved <br />by the Council. <br />Mayor U?arkentien asked Bruce Rushton if Falcon Heights should consider <br />entei°irg into a housing redevelopment authority of some type. <br />Bruce Rushton felt that legislation should be passed fm the program to <br />attrs.ct developmen'~, and suggested a series of business meetings to outline <br />the needs for each of the three corners. He noted that the Cohen property <br />has an immediate need. <br />Jiro Lammers of the Planning Commission felt that the issue bo~_s down to <br />determining ~zat Falcotl Heights would really like to see in the locations. <br />He alsc felt file survey was a fact finding report. <br />Councilman Steele felt the Citizens Committee should work with the Business- <br />menss Cormittee, and that the end result be discussed before the Council. He <br />stated he would like to see the Businessmen}} Committee made aware of the <br />report, and put together a basic plan of what to do. <br />pat Buschmann felt before plans are made, a complete survey should be taken, <br />and that the Council should give support to both committees. <br />Verda Branch felt that input from the businessmen is valuable, but that five <br />or six different plans should ue set up to see what Falcon Heights and its <br />citizens really need. <br />Engineer Lemberg stated he had been 1i~tening to this type of planning for <br />15 years, and suggested a meeting be set up involving owners of the property. <br />The Council decided to table the matter until the next BusinessmenL~ Committee <br />meeting, May 5, 1975, with discussion at the May ~3, 1975 Council meeting. <br />Mayor U'arkentien read Clerk-Administrator Barnes'proposed letters to local <br />senators and representatives in regard tc. the Council's feelings on five of <br />the proposed bills relating to liquor. Attorney I~enefick felt that "liquor <br />unit pricing" covers much more than liquor, and stated he would like t o study <br />that bill further. The Council f eft that there was confusion over the support, <br />of the bills, and suggested a rcil call, as follows, for three of the bills: <br />Senate File J~36, -relating to "?^'ine Sales in Grocery Stores." <br />Upon a vote being taken, the following voted to oppose passage <br />of the bill: Mayor ?~larkentien, Councilmen :3lack, Steele, and <br />L~balestra, and Councilman Ecklund. voted not to oppose passage <br />of the bill. <br /> <br />
