Lamb stated three points the residents had in mind: (1) To schedule <br />Garden Avenue for patching and ssalcoating this year; (2) To appoint a <br />committee to investigate the traffic problem on Garden ATenue; and (3) To <br />call the question this evening on the upgrading of th• street. <br />Brad Nelson, 1800 Holton, noted there was a noise problem on the Avenue <br />already. He also felt upgrading would result in more traffic. <br />Mr. Lamb asked-that if the question was not called this evening that <br />affected property owners be notified before the next meeting at which <br />the improvsn:ent would be acted upon. <br />Mayor Warkentien noted that no action was to be taken this evening on <br />the project, but was scheduled for the April 22, 1976, meeting. He also <br />asked that if a study of traffic designations was made by citizens, the <br />City insurance coverages be investigated. He noted that Garden Avenue <br />was not in the area to be sealcoated this year. The Mayor stated that <br />the appoint:eent of a committee to investigate traffic problems had con- <br />siderable merit. <br />William Brown, address previously mentioned, asked again that the <br />question be called this evening. <br />Mayor Warkentien reiterated the Council had previously decided to <br />take final action on April 22, 1976. <br />• Councilman Steele concurred that Council had decided on April 22, 1976, <br />for final action, but felt that action could be made this evening, as <br />this decision was not in the form of a motion. <br />Moved by Councilman Steele that final appropriate action be taken this <br />evening on the repair or nonrepair of Garden ATenue from Snelling Drive <br />to Hemline ATenue. Mayor Warkentien ruled the motion out of order. <br />Councilman Steele appealed the chair. Mayor Warkentien declared the <br />motion dead for lack of a second. Councilman Ecklund requested to second <br />the motion. Mayor Warkentien declared the motion revived. Councilman <br />Ecklund seconded the motion. Upon a vote being taken, the following voted "aye": <br />Councilmen Steele and Ecklund, and the following Toted "nay": Mayor Warkentien, <br />Councilmen Black and Labalestra. Motion failed. <br />Mayor Warkentien indicated that final action would be taken on Garden <br />Avsnus improvements at the meeting of April 22, 1976. <br />Norbert Hermes, owner of the Hermes Property, at the northwest <br />corner of Larpenteur and Snelling, stated they were having proble~ss <br />in the alley, north and west of the Shopping Center. The alley <br />is private and used for loading and unloading, however, some vehicles <br />are using it for parking, even though there are privately posted <br />"No Parking" signs. Ths Hermes are requesting assistance with en- <br />forcement by law enforcement officials for emergency purposes. <br />• RESOLUTION N0. 76-11 <br />Councilman Steels introduced the following Resolution, and moved <br />its adoption. <br />NOR~tT HERMES: <br />REQUEST FOR <br />LIMITED PARKING <br />SIGNS <br />RESOLUTION N0. <br />76-11: <br />AUTHORIZING <br />LIMITED PARKING <br />SIGNS AND EN- <br />FORCEMENT OF SAME <br />
