~o~ <br />Minutes <br />Septeanber 9, 1976 <br />Page 2 <br />Mayor Warkentien instructed Clerk Administrator Barnes to request the LARPENTEUR SPEED <br />Sheriff's patrol to watch for speeders on Larpenteur Arenas without PETITION (CONT.) <br />lessening th,~ir other city duties. He also requested that Clerk-Admin- <br />iatrator Barnes fox~rard a written reply to Mr. and Mrs. Pollard <br />advi.aing them of our intentions and also to inform the Pollards that <br />we previously hale set Up radar on Larpenteur Avenue twice and hale <br />encountered no speed violators at such times. <br />Clerk-Administrator Barnes read a request referred from the Tree <br />Committee by Councilman Steele to permit homeowners to treat bowl®- <br />vard trees at their own expense. Council concurred they have no ob-` <br />Section to homeowners treating City trees at their own expense but <br />expressed concern as to whether the homeowners are aware that most <br />chemical treatments are only experimental and whether homeowners are <br />aware ti~at here is absolutely no benefit in treating an already dis- <br />eased tree. <br />Council expressed concern that homeowners would be losing their in- <br />vestment in a lot of cases because if at~r tree is found to be dis- <br />eased, even after treatment, the City is compelled, by law, to re- <br />move such trees. <br />Moved by Councilman Labalestra, seconded ~ Mayor Warkentien that, <br />after notifying the City Clerk, homeowners will be allowed to treat, <br />by chemical means, any boulevard trees at their own risk and expense, <br />with the understanding that the City may remove any boulevard tree <br />if found diseased, even after treatment. Upon a vote being taken, <br />the following voted "aye°: Mayor Warkentien, Councilmen Labalestra, <br />Black and Ecklund, and the following voted ~~nay~~: None. Motion <br />carried. <br />It was farther noted that the,noti~e to homeowners should be posted <br />and a notice be put in the suburban papers. <br />PERMITTING CITIZ.SDT <br />Ta TREAT CITY TREE <br />ON BOULEVARD <br />T,he Council noted a suggestion referred by the Tree Committee in r®- REPLACEMENT AND <br />garde to replacing boulevard'tr®es by precincts. Mayor Waxicentien PLANTING OF <br />asggested that Councilman Steele conduct an in-depth stucb- on the BOULEVARD TREES <br />question. <br />Mrs. William P. McGuigan asked Council about stv~ reanoval and was STUMP REAlDVAL <br />told ~ Clerk-Administrator Barnes that all stumps in the City <br />should be reanoved by this fall. <br />Mayor Warkentien suggested that Clerk-Administrator Barnes look into MICROPHONES <br />microphone prices with the intention of purchasing three additional <br />microphones for the Council chambers. <br />Aa requested by C1erk•Admi.nistrator Barnes, the City received two STREET SIQrNS - <br />bids on the neiw signs to be placed on the City streets under the BIDS RECEIVED <br />Federal Sign Safety Act. The bids received were as follows: <br />Earl F. Anderson (Lyle Sign Co. ) for $2,1.29.21 <br />Gopher Stamp and Die Compayy for $2,387.10 <br />The difference b®tween the two bide was $1.2.11.
