Minutes <br />Regular Meeting <br />October 1l~, 1976 <br />page 3 <br />Councilman Black moved and it was seconded by Councilman Ecklund to <br />refer the item to the Planning Commission and ~"~ bequest that C1erk- <br />Administrator Barnes set up a special Planning Commission meeting <br />before the next regularly scheduled City Council meeting. Upon a <br />vote being taken the following voted "aye": Mayor Warkentien, Council- <br />men Black, Ecklund, Steele and Labalestra and the following voted <br />"nay": None. Motion carried. <br />Councilman Labalestra introduced the following Resolution and moved <br />its adoption. <br />RESOLUTION 76-32~ <br />A RESOLUTION REQUESTING RAMSEY COUNTY BOARD OF COMMISSIONERS <br />Ta POST 2 HOUR PARKING ON THE NORTH SIDE OF LARPENTEUR AVENUE <br />BEGINNING FRAM FAIRVIE4J AVENUE THENCE WESTERLY 163I~ FEET. <br />Councilman Ecklund seconded the foregoing Resolution and upon a vote <br />being taken the following voted "aye": Mayor Warkentien, Councilmen <br />Blank, Ecklund, Steele and Labalestra and the following voted "nay": <br />None. Motion carried. <br />Mayor Warkentien reviewed the request of Deputy Mike Shanley to amend <br />Ordinance 115 to restrict parking to 2I~ hours in lieu of the current <br />72 hour parking ordinance. Council concurred that 2!~ hour parking <br />would prove a hardship for mar~r residents, especially for the older <br />people during winter months and on weekends. <br />Councilman Ecklund moved and it was seconded by Councilman Labalestra <br />to table the request. Upon a vote being taken the following voted <br />"aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and <br />Labalestra and the following voted "nay": None. Motion carried. <br />Mayor Warkentien read a letter from the State of Minnesota, Department <br />of Human Rights stating that local coanmi.ssions are experiencing probleans <br />because of lack of trained personnel. The State Human Rights Commission <br />is proposing a CETA program to supply local commissions with trained <br />personnel. The Council members agreed they were not interested in hiring <br />a full-time professional and particularly the expense incurred thereby. <br />Councilman Ecklund read a request from the Falcon Heights Human Rights <br />Commission to use $1lt0.00 of the annual budget of $180.00 to send Pour <br />members to the District 7 conference on October 22 and 23, 1976, at the <br />Spring Hi11 Conference Center in Wayzata. <br />Councilman Ecklund moved and it was seconded by CounciLnan Black to <br />authorize the use of $1lt0.00 from the Falcon Heights Huunan Rights <br />Commission's budget to allow four members to attend the District 7 <br />conference. Upon a vote being taken the following voted "aye": Mayor <br />Warkentien, Councilmen Black, Ecklund and Labalestra, and the follow- <br />ing voted "nay": Councilman Steele.
