1 <br />MINUTES <br />MARCH 10, 1977 <br />page 3 <br />Councilman Ecklund, Steele and Labalestra and the following voted <br />"nay": None. Motion carried. <br />Phil Chenoweth, Chairman of the Human Right Commission; Andy Holdorph, <br />Vice-Chairman; Florence Chambers, Secretary, and members Nancy Kareken, <br />Gregory Stende aad Margaret Amberg and Janet Weisner, Program Coordin- <br />ator for the North Suburban Senior Council all appeared before Council <br />to urge the City to adopt the Rant Assistance Program (Title 8) as set <br />up by the Metro Housing Authority. <br />Members of the Commission answered questions about inspections of the <br />housing, where the funds come from, who gets priority on the program, <br />eta. Acting Mayor Black stated he is distrustful. of at~y Federal Programs <br />and'~he administrators of such programs. -He made it .clear he does not <br />approve of programs of this type. He suggested that the City adopt the <br />grogram on a one year trial basis. <br />After further discussion, Councilman Ecklund moved the adoption of <br />Resolution 77-10 and it was seconded by Councilman Labalestra. <br />RESOLUTION 77-10 <br />1 <br />1 <br />A RESOLUTION AUTHORIZING THE METROPOLI?AN <br />COUNCIL TO APPLY FOR HOUSING ASSISTANCE FUNDS <br />FOR IMPLEMENTATION WITHIN THE CITY OF FALCON <br />HEIGHTS <br />Upon a vote being taken the following voted "aye": Acting Mayor Black, <br />Councilmen Ecklund, Steele and Labalestra and the following voted "nay": <br />None. Motion carried. <br />~1 ~ 0 <br />RESOLUTION 77-10 <br />RENT ASSISTANCE <br />(TITLE 8 ) <br />Councilman Ecklund moTed and it was seconded by Acting Mayor Black to APPROVAL OF PAUL <br />approve the appontment of Paul Ciernia, 1868 Holton Street, to a 3 CIERNIA Ta HUMAN <br />year term, b inning January 1, 1977, to the Human Rights Commission. RIGHTS COMMISSION <br />Upon a vote Bing taken the following voted "aye" Acting Mayor <br />Black, Councilmen Ecklund, Steele and Labalestra and the following <br />voted "nay"; None. Motion carried. <br />Mr. doe Peterson, University of Minnesota Agricultural Extension <br />Serr3.ce, appeared before Council to discuss the proposed community <br />plots north of Garden Avenue. He stated he had received only one <br />letter from the residents whose property abuts the proposed garden <br />area. He further stated he still intends to get stateanents from the <br />property owners of the six lots abutting the proposed garden site and <br />that he intends to reappear before Council. <br />Mr. William H. Burke, 1665 Garden Avenue, whose lot borders on the <br />University property asked about the types of surfacing to be used for <br />th® proposed access road. He stated he was concerned about the number <br />of cars that would be traveling to and from the sites, especially on <br />the weekends, security measures and fencing aroung the area. Mr. <br />Burke stated he felt Mr. .Peterson should write a letter to the Garden <br />Avenue residents with more particulars about the proposed project. <br />FURTHER DISCUSSION <br />ON PROPOSED COMM- <br />UNITY GARDEN SITE <br />Council directed Clerk-Administrator Barnes to send notices to the <br />Garden Avenue residents who will be aff acted, informing thew when the <br />is again on the agenda. <br />
