MINUTES <br />MARCH 10, 1977 <br />page !t <br />Councilman Steele moved and it was seconded by Councilman Labalestra <br />approve the On-Sale Non-Intoxicating Malt Liquor License #215 to <br />David Wayne Pawlik for one day only on May 7, 197?, for a bluegrass <br />music festival at the !~H building at the State Fairgrounds. Upon a <br />vote being taken the following voted "aye": Acting Mayor Black, <br />Councilmen Ecklund, Steele and Labalestra and the Following voted <br />"nay": None. Motion carried. <br />'~' ~ ~. <br />to APPROVAL OF NON- <br />INTOXICATING MALT <br />LIQUOR LICENSE <br />X215 - DAVID <br />WAYNE PAWLIK -ONE <br />DAY ONLY <br />Councilman Labalestra told Council that Liquor Store Manager George DISCUSSION OF WAGE <br />Willkom, on the advice of his doctor, would not be able to work more AND HOUR REDtK;TION <br />than 25 to 30 hours per week. Councilman Labalestra sc~ ~d he would MANAGER DUE TO <br />negotiate further with Mr. Willkom and report his conclusions to Council HEALTH REASONS <br />at the next meeting. <br />Clerk-Administrator Barnes prnposed to Council they adopt a resolution, <br />under the conditions of Minnesota Statute 435.193, deferring special <br />assessments for persons 65 years of age or older. Clerk-Administrator <br />Barnes read various resolutions passed by other municipalities. There <br />was discussion as to the eligibility requirmnents and definitions of <br />what constitutes hardship. Council instructed the Clerk-Administrator <br />to drafts resolution and have it put on the agenda for next meeting. <br />Clerk-Administrator Barnes advised Council that George M. Hansen Co. <br />had advised him that several accounts in the sinking fund had balances <br />in them and recommended transferring the funds to other funds. <br />Councilman Labalestra moved and it was seconded by Councilman Ecklund <br />to direct Clerk-Ad:ni.nistrator Barnes to transfer $17,163.80 from <br />account 104, Sanitary Sewer 1957 (Refund .Bond account of 1963) to the <br />General Fund and all future deferred assessments to be collected be <br />credited to account 103, Water Main and Sanitary Sewer Improvement of <br />1963. That further, the Clerk-Administrator shall transfer $4,213.38 <br />from account 106, NE Storm Sewer 1966, to the General Fund, effective <br />Deceanber 31, 1976. Upon a vote being taken the following voted "aye": <br />Acting Mayor Black, Councilmen Ecklund, Steele and Labalestra and the <br />following voted "nay": None. Motion carried. <br />Clerk-Administrator Barnes informed Council that he would like to have <br />the annual Spring Clean-Up on May 13-22. Upon a vote being taken the <br />following voted "aye": Acting Mayor Black, Councilmen Ecklund, Steele <br />and Labalestra and the following voted "nay": None. Motion carried. <br />DISCUSSION OF <br />ADOPTION OF OR- <br />DINANCE TO DEFER <br />ASSESSMENTS FOR <br />SENIOR CITIZENS <br />TRANSFER OF SINK- <br />ING FUNDS <br />ANNUAL SPRING <br />CLEAN-UP - <br />MAY 13-22 <br />Attorney Kenefick made Council aware of a decision in a case involving MEMORANDUM ON THE <br />the denial of a variance. The memorandum in regard to the decision GRANTING OF <br />makes it apparent that i~ is important to articulate, in the Council VARIANCES <br />meeting minutes and the Planning Commission recommendations, the <br />reasons for denial of a variance. <br />Councilman Labalestra moved and it was seconded by Councilman Black <br />to extend the Council meeting time beyond 11:00 p.m. Upon a vote be- <br />ing taken the following voted "aye": Acting Mayor Black, Councilmen <br />Ecklund, Steele and Labalestra and the following voted "nay": None <br />Motion carried. <br />EXTENSION OF MEET- <br />ING TIME <br />Councilman Ecklund stated he would like to propose an ordinance reg- <br />
