MINUTES <br />RRGULAR COUNCIL MEETING <br />MAY 1~, 1977 <br />page <br />Clerk Administrator Barnes informed Council that the City had <br />received notice from the State Depart~aent of Rertrenue that Mil- <br />ton Cohen has applied for a reduction in the assessed valua- <br />tion of property located in Falcon Heights.. More specifically, <br />Plat 90020, Parcel 0lt000 and Plat 909lt0, Parcel 01002, located <br />in the shopping center on the southeast corner of Larpent~ur <br />and Snelling Avenue. <br />The notice from the Department of Revenue stated that Minnesota <br />Statutes, Section 270.19 provides that Falcon Heights may <br />request a hearing to object to the reduction, theref.©re Mayor <br />Warkentien moved and it was seconded by Councilman Ecklund to <br />adopt Resolution.. 7?-llt, requesting a hearing for such_.an ob- <br />~ection. Upon a vote being taken the following voted 'aye": <br />Mayor Warkentien, Councilmen Black, Ecklund, Steele, and Laba- <br />lestra and the following voted "nay": None. Motion carried. <br />Engineer Lemberg told Council the plans and specifications for <br />the 1977 Street and A11sy Sealcoating pro3ect for Precinct #2 <br />were prepared and he was reac~p to advertise for bids. <br />Council Labalestra moved and it was seconded by Councilman <br />Steele to approve the plans and specificatiors for alley seal- <br />coating in Precinct #2 and advertise to receive bids on the <br />project on June 9, 1977 at 2:00 p.m. Upon a vote being taken <br />the following voted "aye°: Mayor Warkentien, Councilmen Black, <br />Ecklund, Steele and Labalestra and the following voted "nay"; <br />None. Motion carried. <br />Councilman Steele reported on the Tree Committee meeting of <br />last evening. He stated that he and Dr. French and the commit- <br />tee had discussed the canker worm situation and the possibility <br />of spraying and also the possibility of the City implementing <br />a program using the Vapata barrier to further counteract Dutch <br />Elm disease. Clerk-Administrator Barnes stated he would contact <br />Northland Tree Service about 9apam prices. <br />Councilman Steele also noted that there appears to be several <br />diseased trees on the Rose Hill Nursery property and suggested <br />the City send a letter to Mr. Hawkins directing him to clean <br />up the area. <br />Councilman Steele also informed Council that many of the new <br />tree plantings appear to be dead and he suggested Clerk-Admin- <br />istrator Barnes check the contract and guarantee and see what <br />can be done about getting them replaced. <br />CounciLnan Steele moved and it was seconded by Mayor Warken- <br />tien to direct the City Horticulturist, Dr. David W. French, <br />to prepare, at the City's expense, a brochure explaining Vapam <br />procedures. Upon a vote being taken the following voted "aye": <br />Mayor Warkentien, Councilmen Black, Ecklund, Steele and La- <br />balestra and the following voted "nay": None.
