MINUTES RRGULAR COUNCIL MEETING MAY 1~, 1977 page Clerk Administrator Barnes informed Council that the City had received notice from the State Depart~aent of Rertrenue that Mil- ton Cohen has applied for a reduction in the assessed valua- tion of property located in Falcon Heights.. More specifically, Plat 90020, Parcel 0lt000 and Plat 909lt0, Parcel 01002, located in the shopping center on the southeast corner of Larpent~ur and Snelling Avenue. The notice from the Department of Revenue stated that Minnesota Statutes, Section 270.19 provides that Falcon Heights may request a hearing to object to the reduction, theref.©re Mayor Warkentien moved and it was seconded by Councilman Ecklund to adopt Resolution.. 7?-llt, requesting a hearing for such_.an ob- ~ection. Upon a vote being taken the following voted 'aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele, and Laba- lestra and the following voted "nay": None. Motion carried. Engineer Lemberg told Council the plans and specifications for the 1977 Street and A11sy Sealcoating pro3ect for Precinct #2 were prepared and he was reac~p to advertise for bids. Council Labalestra moved and it was seconded by Councilman Steele to approve the plans and specificatiors for alley seal- coating in Precinct #2 and advertise to receive bids on the project on June 9, 1977 at 2:00 p.m. Upon a vote being taken the following voted "aye°: Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra and the following voted "nay"; None. Motion carried. Councilman Steele reported on the Tree Committee meeting of last evening. He stated that he and Dr. French and the commit- tee had discussed the canker worm situation and the possibility of spraying and also the possibility of the City implementing a program using the Vapata barrier to further counteract Dutch Elm disease. Clerk-Administrator Barnes stated he would contact Northland Tree Service about 9apam prices. Councilman Steele also noted that there appears to be several diseased trees on the Rose Hill Nursery property and suggested the City send a letter to Mr. Hawkins directing him to clean up the area. Councilman Steele also informed Council that many of the new tree plantings appear to be dead and he suggested Clerk-Admin- istrator Barnes check the contract and guarantee and see what can be done about getting them replaced. CounciLnan Steele moved and it was seconded by Mayor Warken- tien to direct the City Horticulturist, Dr. David W. French, to prepare, at the City's expense, a brochure explaining Vapam procedures. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and La- balestra and the following voted "nay": None.
