MINUTES <br />REGULAR CITY COUNCIL MEETING <br />DECEMBER 8, 1977 <br />Page 3 <br />Engineer Brad Lemberg reviewed the designated state <br />aid streets for Falcon Heights. We are under desig- <br />nated by a little more that a quarter of a mile and <br />the maintenance payments we receive are figured on <br />the mileage of designated streets, The city receives <br />maintenance payments at the rate of $1,500 per mile <br />per year. There may be some changes the council may <br />want to make by taking the designation off Pascal and <br />moving it to Tatum and Roselawn. The city can desig- <br />pate 200 of the city streets. Designated streets are: <br />Garden: Snelling to Hamline, Pascal: all the way through, <br />Hoyt to Roselawn, Crawford: Arona to Snelling, Arona: <br />Hoyt to Roselawn. Engineer Lemberg suggested concen- <br />trating on Roselawn in conjunction with Roseville. The <br />two city councils could get together on this project <br />for the upgrading of Roselawn. Action tabled until <br />staff members of Roseville, Falcon Heights and <br />Ramsey County can work out certain details. <br />Clerk Administrator Barnes submitted to council the <br />animal control contract that MAPSI requested signed, <br />and informed council of the rate increases. Mayor <br />Warkentien moved, seconded by Councilman Steele to <br />authorize Clerk Administrator Barnes to sign the <br />contract for the year 1978. Upon a vote being taken, <br />the following voted "aye": Mayor Warkentien, Council- <br />men Black, McGough, Steele and Labalestra. The <br />following voted "nay": None. Motion carried. <br />Clerk Administrator BArnes presented a letter to <br />council from the state regarding the planting of <br />trees on Snelling Avenue. The state informed the <br />city they do not permit planting of trees in the <br />median and if the city desires to plant on the <br />blvd.'s at their expense, they should submit a re- <br />quest for approval as the state does not at present <br />have funds available. Council requested Clerk <br />Administrator Barnes to inform the state to consider <br />the expenditure in their budget in the future. <br />Clerk Administrator Barnes explained the water rate <br />had increased, effective January 1, 19.78 and <br />furnished an itemized listing of water rates St. Paul <br />Water Dept. furnished for the cities information• <br />Clerk Administrator Barnes reported that Roseville <br />City Manager James Andre had called on Monday advising <br />that Roseville was opposing taking street lighting <br />over from Ramsey County as the cost for utilities <br />will exceed the funds the County will reimburse the <br />City. Mr. Andre requested the City of Falcon Heights <br />support Roseville in the objection.
