MINUTES <br />REGULAR CITY COUNCIL MEETING <br />DECEMBER 8, 1977 <br />Page 4 <br />Councilman Labalestra reported that a meeting was <br />held on Monday, December 5, 1977 with Governor <br />Perpich concerning the Job Corps. Como-Falcon <br />Community Coalition members Michael Fritz and John <br />Labalestra were present at the governor's house at <br />the invitation of the governor. The main points <br />of the discussion are as follows: <br />1. The governor informed the committee members <br />that if no other acceptable site was discovered, <br />the Job Corps would be allowed to locate at the <br />old Bethel College site. <br />2. The governor said that he had created a committee <br />to investigate other possible sites. Michael <br />Fritz asked and the governor accepted the request <br />that Robert Moder be appointed a committee member. <br />3. John Labalestra handed the governor a list of 13 <br />possible sites for the newly appointed committee <br />to examine. <br />4. The site committee, headed by Mr. Richard Brubacher <br />State Chief Administrator, narrowed the selection <br />of sites to four: <br />a. St. Paul Hotel <br />b. Children's Hospital, St. Paul <br />c. St. Paul Depot <br />d. Minnesota Mutual Insurance Bldg. <br />127 <br />JOB CORP <br />5. John Labalestra asked the governor how he expected <br />the Job Corps program to be successful without the <br />backing of the community. The governor said he <br />hoped the community would back the Job Corps. <br />6. Michael Fritz mentioned that there has never been a <br />successful Job Corps located in a residentual neighbor- <br />hood. <br />7. Mr. Fritz also pointed out that visitors to the Job Corps <br />sites have presented many problems in the past. <br />8. John Labalestra stated that the City of Falcon Heights <br />is hard-pressed to meet escalating police protection <br />costs and that the city could not afford the additional <br />costs of added police protection which the Job Corps <br />program may necessitate. <br />9. John Labalestra also mentioned that businesses catering <br />to the Job Corps students may cause a devaluation of <br />property values in the business district. <br />
