~~~~/~~- <br />1 <br />1 <br />1 <br />~~ <br />Marijuana Attorney Seed reported to the Council that a request was <br />Ordinance made by Ramsay County Sheriffs Department for the Village <br />Request: to adopt a marijuana ordinance. Attorney Seed recommended <br />that the Village do not adopt such an ordinance at this <br />time. Councilman Ecklund reported at the 1971 Control <br />Substances Act stated that possession of 1~ ounces of mari- <br />juana was a gross misdeamenor and could not be prosecuted <br />in Falcon Heights Village Court. No action was taken. <br />Residents Present Mr. and Mrs. George Nielsen, 1795 Fry Street, Mr. Leonard <br />to Object to E. Vanek, 1665 Garden Avenue, Mr. Paul W. Miller, 165l~ <br />Garden Park: Maple Kno11 Drive, wire present at the meeting to discuss <br />the proposed Garden Park playground. Mr. Nielsen stated <br />that the tennis ct~urts would be agreeable but a public <br />playground should have a buffer between the playground and <br />the residents properties which was the request of the <br />remaining objecting residents. They were also concerned <br />with the maintenance of the park. <br />Satellites at Motion by Councilman Taylor, seconded by Councilman Ecklund, <br />West Falcon Woods that the Village provide two Satellite facilities, one at <br />and University West Falcon Woods playground and one at the University <br />Grove Playgrounds: Grove playground, at a cost of $10 each for installation <br />and $38 per month rental, for a two month period ending <br />August 11, 1972. Motion carried. <br />University of Motion by Councilman Ecklund, seconded by Mayor Warkentien, <br />Minnesota Sewer to author3.ze the Clerk-Achninistrator to apply a credit on <br />Service Charge the University of Minnesota Sanitary Sewer service charge <br />Credit: for the year 1971, based on a sprinkler gallonage usage <br />in the amount of $t~,576.50. Councilman Black abstained <br />as he arrived after the discussion had started. Motion <br />carried. <br />Variance <br />Application - J.1~82 <br />West Idaho Avenue: <br />Amendment to <br />Subdivision <br />Ordinance No . 69 <br />to Provide Fee - <br />Ordinance No. 119: <br />Idaho-Snelling <br />Upgrading and <br />Drainage: <br />1972 Sanitary <br />Sewer Maintenance <br />Program <br />Motion by Councilman Black, seconded by Councilman Stone, <br />that the variance application submitted by Harold W. Green, <br />1182 West Idaho Avenue, be referred to the Falcon Heights <br />Planning Commission for reconunendation. Motion carried. <br />Motion by Councilman Black, seconded by Councilman Stone, <br />to adopt Ordinance No. 119: <br />AN ORDINANCE AMENDING ORDINANCE N0. 69 RELATING TO <br />THE 'i'3C+Ai OF~BBIr A~+ID PLA~EING LANDS IN <br />THE VILLAGE OF FALCON HEIGHTS <br />AYES: Mayor Warkentien, Councilmen Black, Ecklund, Stone, <br />Taylor, Motion carried. <br />Motion by Mayor Warl~ntien, seconded by Councilman Black, <br />to author3.ze the Clerk-Administrator to proceed with up- <br />grading of the Idaho-Snelling Avenue ponding area in con- <br />junction with the County of Ramsey and State of Minnesota, <br />with expenditures to be charged to the Storm Sewer Fund. <br />Motion carried. <br />Mr. Leland Gottstein and Representatives of American Pipe <br />Services appeared before the Council to discuss their quote <br />on the proposed Sanitary Sewer Maintenance Cleaning Program <br />
