<br />Councilman Ecklund reported that he was opposed to the <br />municipal liquor concept, and that originally municipal <br />liquor was set up to control the sale and use of it in- <br />stead of producing revenue for municipal purposes. He <br />stated that the Village should rent or lease property if <br />such a business is to be established to ascertain profit- <br />ability under today's conditions and other factors such <br />as the upgrading of Snelling Avenue, and assistance to <br />established business areas. <br />He said he talked to off sale liquor dealers and they <br />stated business was very marginal, but if the liquor store <br />is established he will do everything in his power to see <br />that it is successful, including unlimited traffic flow <br />on Crawford Avenue. <br />Attorney Seed read a letter}from Briggs and Morgan, Legal <br />Firm for the Village, and stated that the Village entered <br />into a legal contract with the Weber's and the contract is <br />binding. The letter is on file in the Clerk-Administrator's <br />office. <br />Traffic study reports were submitted by Engineer Lemberg, <br />on Crawford and Arona Avenues, which is in the area of the <br />proposed municipal liquor store. He reported that there <br />wire certain hours of each day taken as shown on the reports. <br />He also made a presentation of the statistics to those in <br />attendance at the meeting. The reports which were requested <br />by the Council are on file with the Clerk-Administrator. <br />Mr. R. Moder, Moder Realty agent for the Hermes Shopping <br />Center, wanted the Council to have second thoughts as to <br />the best location for business in Falcon Heights which he <br />stated was the northwest section. <br />Councilman Taylor stated his opposition to the liquor store <br />was based on the disagreement of the value of the property <br />to be purchased. He also stated that he favored a short <br />term lease arrangement at a less expenditure to the Village. <br />Mayor Warkentien summarized the proposed establishment of <br />a liquor store and the discussions in the past at public <br />meetings in relation tb the law authorizing the Village to <br />operate a lieuor store, and the studies made which brought <br />about a final decision to bring it to a vote. He also <br />informed the public in attendance what it would mean to the <br />Village tax structure stipulating that the Village has <br />little area to develop to generate any further tax basis. <br />Execution of Mayor Warkentien introduced the following Resolution and <br />Earnest Money moved its adoption: <br />Contract - <br />Resolution 72-10: RESOLUTION 72-10 <br />DIRECTING EXECUTION OF EARNEST MONEY CONTRACT <br />The motion for the adoption of the foregoing Resolution <br />was duly seconded by Councilman Black, and upon a vote <br />being taken thereon, the following voted in favor thereof: <br />
