~~ <br />P~aintenance Garage Engineer Lemberg reported on the progress of the maintenance <br />Report: garage. He stated that the work is moving along smoothly, and <br />that the roof will be on within the next week. <br />Liquor Store Report: Clerk-Administrator Barnes reported on the revenue of the <br />Municipal Liquor Store. He also presented a proposed loan <br />repayment schedule for the money borrowed from the sanitary <br />sewer fund for the Municipal Liquor Store. This repayment <br />will be made over a period of 20 years, ending in July of <br />1992. <br />Municipal State Aid The date for the discussion of the Municipal State Aid Fund <br />Meeting: usage was tabled until the next meeting. <br />Opticom Device: Attorney Kenefick reported on the Opticom Device. FIe stated <br />that the County will be installing these devices on signals at <br />Larpenteur and Snelling, Larpenteur and Arona, and Cleveland <br />Avenue, but that they would not be activated until such time <br />as the Village installs the activating devices. Such devices <br />would be installed only in large emergency vehicles such as <br />fire rigs, at a cost of approximately $565.00 per vehicle. <br />The Village will have to pick up the maintenance cost on each <br />device, once they have been installed. Councilman Ecklund asked <br />if it were possible to install a device on the fire station <br />which would automatically change the lights on Snelling and <br />Larpenteur as the fire rig goes out of the station. Attorney <br />Kenefick stated that a device thus located was a possibility. <br />Engineer Lemberg stated that a device located on the fire <br />station could also change the lights at Arona and Larpenteur, <br />as the device has a range of 1/3 of a mile. Further action <br />was tabled. <br />Meeting with County Engineer Lemberg reported on a meeting that he attended with <br />Officials - Street several Ramsey County Highway officials present. I-Ie stated <br />Lighting: that they talked about a number of problems of the County and <br />other municipalities. One of these was the street lighting <br />program. He stated that the County would like to get out of <br />the street lighting program, and turn it over to each mun- <br />icipality. Engineer Lemberg discussed the TOPICS Program with <br />the Ramsey County Highway Officials, which project has been <br />stopped due to complaints from people along the construction <br />site. <br />Resolution 73-5; Councilman Ecklund introduced the following Resolution and <br />TOPICS Program - moved its adoption: <br />Larpenteur Avenue: <br />RESOLUTION 73-5 <br />RESOLUTION REQUESTING THE RAMSEy .COUNTY <br />BOARD OF COr~1TSSI0PdERS TO TAKE. Motion <br />carried. <br />Bethel College Mr. Marv Flodin was present to discuss his plans to purchase <br />Apartments: three Bethel College apartments, and in two of these, eorrvert~ <br />a recreation area into an efficiency apartment. The Council <br />was concerned about the size and number of parking spaces <br />
