~~ P~aintenance Garage Engineer Lemberg reported on the progress of the maintenance Report: garage. He stated that the work is moving along smoothly, and that the roof will be on within the next week. Liquor Store Report: Clerk-Administrator Barnes reported on the revenue of the Municipal Liquor Store. He also presented a proposed loan repayment schedule for the money borrowed from the sanitary sewer fund for the Municipal Liquor Store. This repayment will be made over a period of 20 years, ending in July of 1992. Municipal State Aid The date for the discussion of the Municipal State Aid Fund Meeting: usage was tabled until the next meeting. Opticom Device: Attorney Kenefick reported on the Opticom Device. FIe stated that the County will be installing these devices on signals at Larpenteur and Snelling, Larpenteur and Arona, and Cleveland Avenue, but that they would not be activated until such time as the Village installs the activating devices. Such devices would be installed only in large emergency vehicles such as fire rigs, at a cost of approximately $565.00 per vehicle. The Village will have to pick up the maintenance cost on each device, once they have been installed. Councilman Ecklund asked if it were possible to install a device on the fire station which would automatically change the lights on Snelling and Larpenteur as the fire rig goes out of the station. Attorney Kenefick stated that a device thus located was a possibility. Engineer Lemberg stated that a device located on the fire station could also change the lights at Arona and Larpenteur, as the device has a range of 1/3 of a mile. Further action was tabled. Meeting with County Engineer Lemberg reported on a meeting that he attended with Officials - Street several Ramsey County Highway officials present. I-Ie stated Lighting: that they talked about a number of problems of the County and other municipalities. One of these was the street lighting program. He stated that the County would like to get out of the street lighting program, and turn it over to each mun- icipality. Engineer Lemberg discussed the TOPICS Program with the Ramsey County Highway Officials, which project has been stopped due to complaints from people along the construction site. Bethel College Mr. Marv Flodin was present to discuss his plans to purchase Apartments: three Bethel College apartments, and in two of these, eorrvert~ a recreation area into an efficiency apartment. The Council was concerned about the size and number of parking spaces
