i <br />31 <br />Clerk Administrator Barnes reported on the progress OPERATION IDENTIFICATION <br />of Operation Identification. He stated that the en- <br />graving sets have been orderd, as have the stickers <br />and that he had contacted Falcon School about using <br />their mimeograph machine to run copies of instructions. <br />Clerk Administrator Barnes reported that he has hired SUMMER RECREATION PROGRAM <br />Mrs. Kathy LaShomb, 2365 N. Dale Street, St. Paul, <br />Minnesota, as director for the sun~ner recreation pro- <br />gram. <br />Mayor Warkentien moved, seconded by Councilwoman Stocker, <br />to approve the hiring of Kathy LaShomb as director for <br />the summer recreation program at the fee of $1,200.00. <br />Motion carried. <br />Attorney Kenefick reported on House File 1336, relating JUSTICE COURTS <br />to the elimination of Justice Courts in Ramsey County. <br />Clerk-Administrator Barnes reoorted to the Council the TOPICS PROGRAM <br />results of the last meeting of the Ramsey County Board <br />of Commissioners, relative to the Hamline - Larpenteur <br />Avenue Improvement Program. He stated that the pro- <br />ject will continue with the elimination of median strips <br />and without left turn lanes or signals. <br />Clerk-Administrator Barnes presented a elan for the paw FALCON HEIGHTS COMP"UNITY <br />Falcon Heights Community Park as drafted by Mike Gair PARK <br />and Roger Wadnal of the university of Minnesota. The <br />project was discussed and deferred until Engineer Lem- <br />berg presents his plans to the Council. <br />The report of the NSP Electrical Rate Franchise was <br />deferred until a later date. <br />Fire reports numbers 12 and 13 were noted. <br />The Sheriff's report for March was noted. <br />Attorney Kenefick reported on the lawsuit now being <br />filed against the Metropolitan Sewer Board relative to <br />Sewer Service Availability Charge. The municipalities <br />filing the lawsuit are asking that the Village of Falcon <br />Heights commit itself as plaintiff or defendant in the <br />case, without cost for legal representation. Attorney <br />Kenefick recommended that the Village Council take the <br />side of the plaintiff . <br />Councilman Stone moved, seconded by Mayor Warkentien, <br />that the Village of Falcon Heights give notice that it <br />wishes to serve as plaintiff without cost for legal <br />representation. Motion carried. <br />Councilman Ecklund moved, seconded by Mayor Warkentien <br />that the meeting time of the Council be moved to 8:00 <br />P.M. starting May 10, 1973, for the summer months. <br />Motion carried. <br />Mayor Warkentien introduced the following Resolution <br />and moved its adoption: <br />NSP RATE FRANCHISE <br />FIRE REPORTS <br />SHERIFF'S REPORT <br />LAWSUIT AGAINST THE <br />METROPOLITAN SEWER BOARD <br />MEETING TIME CHANGE <br />APPOINTMENT OF RAMSEY <br />COUNTY SHERIFF <br />
