r <br />Mr. Greg Murphy of the George Hansen Company, Auditors, AUDITOR'S REPORT <br />was present at the meeting to answer questions and discuss <br />the 1972 Village Financial audit. <br />Mr. Don Rye and Mr. Terry Mills of Midwest Planning and <br />Research were present to discuss the activities and <br />services done through item 3A of th eir contract with <br />the Village. They stated that before they can proceed <br />further with plans they must know what action the <br />Council and the residents of the Village feel should be <br />taken for improvement of the Larpenteur - Snelling <br />business area. They suggested that a meeting be set <br />up, at which s11 interested citizens, the Planning <br />Commission, the Businessmen's Association and the <br />Village Council meet, in order to get some input from <br />the citizens on how they feel and where they think the <br />ma.ior problems lie. <br />Councilwoman Stocker was directed to draft a letter to <br />the residents and businessmen outlining the proposed <br />plan and iriv3.ting them to the meeting to be held on <br />September 10, 1973, at the Village Hall at 8:00 P.M. <br />1 <br />1 <br />Captain Spencer and Chief Deputy George Weber, of the <br />Ramsey County Sheriff's Department were present at th e <br />Council's request to discuss the proposed contract cost <br />increase. Deputy Weber stated that this increase is <br />being caused by a 5.~5~ salary increase and overhead <br />expenses. Ramsey County will continue to provide <br />police protection for the Pillage of Falcon Heights. <br />Attorney Kenefick stated that the Falcon Heights - Nor- <br />thern States Power Company gas contract will expire in <br />August, 1973• He presented a proposal from Northern <br />States Power Company to enter into a joint powers <br />agreement in a Metro Gas Rate Authority for a twenty <br />year gas franchise. <br />Mr. Bob Burg, of Northern States Power Company was <br />present to answer questions and discuss the Gas Rate <br />Authority. He stated that at this time he would <br />not recommend that the Village enter into a new con- <br />tract with NSP until the joint powers agreement on the <br />Gas Rate Authority has been discussed in more detail. <br />He also suggested that the Council have one of the <br />rep resentativesfram the Gas Rate Authority Board <br />attend a council meeting to discuss it further with <br />the Council. <br />Engineer Lemberg presented his report on the drainage <br />problems at the R. J. Brown residence, 15116 Crawford <br />Avenue. He stated that he and maintenance man Ken <br />Quarn had checked elevation levels on this property <br />as requested by the Council. This report is on file <br />in the Village Clerk's office. Engineer Lemberg <br />stated that the elevation level has not been changed <br />during construction of the Village Liquor Store <br />parking lot, but due to being paved, the water run <br />off is faster.
