Hemline to Albert Avenues, including: removal of the 8 <br />existing curb, excavation and backsloping, installation of <br />a gravel base, installation of a ten foot wide concrete <br />parking lane, installation of a type B curb and gutter, <br />removal of necessary trees, rer~lacement of sod. The <br />cost of the proposed work would be approximately <br />$28,500.00. This does not include moving electrical <br />distribution lines if necessary. If costs were assessed <br />to the property owners, the cost per foot would be <br />$?~8.00. MSA funds could be used for a project of this <br />type, but Mr. Anderlik recommended that use of these <br />funds be considered carefully, as it would deplete <br />funds available to the City for other street pro3ects, <br />and would be of very limited benefit to the entire <br />City. <br />Discussion followed and the following five points were <br />derived. These are to be directed to Deane Anklan, <br />Ramsey County Engineer, for his comments and suggestions: <br />1. Leave Larpenteur Avenue as it is at the present time. <br />2. Widen Larpenteur Avenue and provide a parking lane. <br />3. Remove or modify the median strip or bump. <br />~. Allowing parking on one side of the alley. <br />5. Limit parking to certain hours. <br />The engineer was also directed to contact Deane Anklan <br />and request that he appear at a future Council meeting <br />to discuss this situation with the residents and <br />also request that the County place a traffic counter <br />on Larpenteur Avenue between Hemline and Albert Avenues. <br />Clerk-Administrator Barnes was directed to contact <br />Captain Fred Spencer of the Ramsey County Sheriff + s <br />Department to get the number of accidents that have <br />occurred in that stretch of Laroenteur Avenue. <br />A letter from Michael Labalestra, Secretary of the Lido SPECIAL ELECTION - SUNDAY <br />Cafe, Inc., was read, requesting that the Council pass a LIQUOR SALES <br />resolution placing on the ballot, the questions of <br />authorizing an ordinance for the sale of into~i.cating <br />liquor +'on-sale" in hotels and restaurants on Sundays, <br />in con3unction with the current ordinance. <br />Mayor Warkentien introduced the following Resolution and <br />moved its adoption: <br />RESOLUTION #71~-21 <br />A RESOLtN'ION CALLING FORA SPECIAL ELECTION TO AUTHORIZE <br />THE SALE OF INTOXICATING LIQUOR ++ON-SALE++ IN HOTELS AND <br />RESTAURANTS ON SUNDAYS. SAID ELECTION TO BE HELD ON <br />NOVEMBER 5, 19711. <br />Councilman Steele seconded the foregoing Resolution and <br />upon a vote being taken thereon, the following voted in <br />favor thereof: Mayor Warkentien, Councilmen Black, Ecklund, <br />and Steele, and the following voted against the same: <br />None. Councilman Labalestra abstained. Motion carried. <br />
