Councilman Ecklund moved, seconded by Councilman <br />Labalestra, to approve the 1974-1975 Snowplowing Agreement <br />between the City of Falcon Heights and James N. Hoe1, <br />1266 Garden Avenue, Falcon Heights, Minnesota, as per <br />the contract on file in the Clerks office. Said <br />snowplowing will be provided at the same cost as the <br />1973-197? season at $15.00 per hour. Motion carried. <br />Councilman Steele moved, seconded by Councilman <br />Labalestra, to deny the request submitted by Richard <br />Gay, 1930 Summer Street, requesting permission to <br />extend his present driveway apron eighteen inches <br />into the Howell Street cul-de-sac with bituminous, <br />as per the recommendation of the City Eng3.neer. <br />Such an extension would create problems such as gutter <br />drainage, hindrance to snowplowing, hindrance to <br />traffic in the cul-de-sac turnaround, hindrance to <br />maintenance and sealcoating. Motion carried four <br />to one. <br />Councilman Steele requested that the Council recommend <br />to the Ramsey County Highway Department, that the <br />speed limit on Fairview Avenue be lowered from forty~~ <br />to thirty miles per hour. A letter from Representative <br />Neil Dieterich in support of the residents on Fairview <br />Avenue was read. The last request for a lower speed <br />limit by the residents on Fairview was denied by <br />Ramsey County, due to traffic counts and surveys made. <br />It was also felt that any safety devices such as traffic <br />control signs would also provide added protection. <br />Mayor Warkentien introduced the following Resolution <br />and moved its adoption: <br />RESOLUTION #7It-22 <br />A RESDLUTION REQEUSTING THAT THE RAMSEY COUNTY HIGHWAY <br />DEPARTMENT CONDUCT A SURVEY OF VEHICLES TRAVELING ON <br />FAIRVIE4J AVENUE, BETWEEN ROSELAWN AND LARPENTEUR AND <br />CONSIDER LOWERING THE SPEED LIMIT TO THIRTY M1ZES PER <br />HOUR FOR THE SAFETY OF THE RESIDENTS. <br />Councilman Steele seconded the foregoing Resolution and <br />upon a note being taken thereon, the following voted in <br />favor thereof: Mayor Warkentien, Councilmen Black, Ecklund, <br />Steele, and Labalestra. Motion carried. <br />Mayor Warkentien introduced the following Ordinance and <br />moved its adoption: <br />ORDINANCE 1~ <br />AN ORDINANCE PERTAINING TO BOTTLE CLUBS <br />Councilman Labalestra seconded the foregoing Ordinance, <br />and upon a vote being taken thereon, the following voted <br />in favor thereof: Mayor Warkentien, Councilmen Black, <br />Steele, and Labalestra, and the following voted against <br />the same: Councilman Ecklund.
