Engineer Lemberg presented the report on th a proposed <br />water and sewer serv3.ce extension to the property of <br />Harry Gilbert, on Lindig Street. The cost estimate in- <br />cludes installation of water main, sewer main, street <br />repair and necessary services to the property line, <br />at a cost of approximately $lt,000.00. Engineer Lemberg <br />suggested that the agreement between the City and <br />Arthur Lindig be checked into, and also that the Storm <br />Drainage Study completed recently be given careful <br />consideration as the lot in question is on the border <br />line of the proposed storm water holding pond. <br />The Council suggested that the matter of establishing <br />a "no build" area at that location be put on a future <br />Council agenda for consideration. No further action <br />was taken. <br /> <br />Mike Appel, a representative of the Commonwealth Terrace <br />Coop and member of the Board of Directors, was present <br />for discussion of the proposed change in polling place <br />of precinct #!~ from the Northwest Greenhouse, 2100 SrT. <br />Larnenteur to the Commonwealth Community Center. Also <br />present were several residents of the University Grove <br />who were in opposition to the proposed change, Mr. Russ <br />Hobbie, past President of the University Grove Homeowners <br />Association, and Representative Neil Dieterich 62A and <br />David Bailey a candidate for Representative in 62A. <br />As per the request of the Council, a survey was sub- <br />mitted to the residents in the Grove, and the few <br />responses that were received were in favor of the <br />poll change, however a petition opposing the change <br />was submitted to the Council. Those in favor of <br />the proposed change felt that the Commonwealth <br />Community Center would be more convenient to students <br />without transportation and that the facilities in <br />the center would be more functional. Those opposed <br />felt that a more centrally located polling place <br />could be found. <br />1 <br />Councilman Black moved, seconded by Councilman Labalestra, <br />to table the matter until a more centrally located polling <br />place in found. Motion unanimously carried. <br />Summer Street, regarding the use of the unimproved street <br />area as a play area by neighborhood children informing <br />of its decision to post signs limiting the use of the <br />lot to daylight hours only. <br />The Council directed the City Attorney to write to <br />the attorney of Mr. and Mrs. Nestor Riviere, 1958 <br />Councilman Ecklund moved, seconded by Mayor Warkerrtien, <br />to approve the general payroll for the first half of <br />October, 197tt, in the amount of $3,228.61.
