We have simply relied on two studies, one doh for the IIniversity <br />of Minnesota, and the other the Ringrose proposal. As you know, a decision has <br />not yet been made as to whether or not this is going to be a rail system, a fixed <br />rail system, a bus, or what." <br />Q Gene Palfe, 1800 West Larpenteur: "How will I benefit by the existence of the <br />World AGROmart in my community?" <br />Mr. Hanley stated that he could not answer that, "other than it c:auld being in <br />tax revenue." <br />~? "Does this make State property taxable?-' <br />Mr. Hanley stated, "No, not at this time." <br />Q A. Corneim, 17t~6 North Snelling Drive: "The project is valuable, but why <br />is the development planned north of the Fair Grounds into the residential <br />area, and not south of the Fair Grounds from Como until the railroad yards?" <br />Mr. Nemeth stated, "That is a good question. The answer is that we have <br />answered the question in a way. We don't feel that the land proposal in <br />Scheme "B" is that of the land proposal ar~r more than "A" or "C" --but, there <br />had been land use south of Como onto the railroad tract." <br />Q Mrs. Jane Lindberg, 1892 Carl Street, Lauderdale: "Since this project <br />proposes an interesting combination of state owned land and/or privately <br />owned land, what agency will have the final vote for approval or disapproval?" <br />Mr. Nemeth answered, "The Stafie Fair Board, through the bceeutive Council. It <br />is hard to foresee the State Legislature, but Ism sure, will be the final." <br />Q John Carnes, 1775 North Snelling: "If AGRDmart is opearted by the State <br />of Minnesota, will we have any means of preventing acquisition of our personal <br />property by condemnation?" <br />Mr. Hanley answered, "I think there is an underlying problem here that has <br />been touched on a cov~ple of times that Itm familiar with that will have to <br />be special legislative approval for a pro3ect like this. I think it is <br />pretty obvious that some of these questions can only be handled by some <br />type of action of legislation establishing a commission separate from the <br />Fair Board to run a pro3ect like this. It seems to me that an awful lot <br />of these questions are really unable to be answered because there isn't any <br />present statute vehicle." <br />-1~- <br />
