//
Q Alvin C. Rueter, 1603 Garden Aeenuez "What recompense to residence
owners 3ust north of the parking area for Plan "B?" The traffic noise
will definitly lower our property value.+'
Mr. Neaneth answered, "About the same answer I've given about the indicated
use of land. The very preliminary design study and what we see that modi-
fication of the boundaries would be extended. We feel that it has not been
studied in great detail, atxi that it is eery schematic."
Q Mr. and Mrs. Bi11 Brown, 1808 Asbury: ''Would the present zoning north
of Larpenteur allow this development? Comment on the peripheral effects
of such development, i.e., a1a Bloomington."
Councilman B1aek answered, "Present zoning wcavld not."
Mayor Warkentien stated, "Bloomington is anxious to maintain their facilities
out there (several million dollars worth) that they are willing to give up
three per cent admissions tax to build new facilities. Representative Walter
Hansen contacted Senator Hubert Humphreys office, who. did say that he would
use his inf~ilance to get AGROmart to develop foreign countries to exhibit.
He also contacted John Boland of the Metro Council and he said that they would
have final say on the project."
The Mayor then asked if there were arty questions from the Council.
Councilman Steele stated, "I hav+~t really to many questions, but it is very
visionary in appearance as I would see it.+' (He does not disagree k~tii all
their concepts, but wished that they would practice their visions further
South) "If you speak of tax income, there will be no Village to tax if that
center is put there." (He disagreed with the point of locating the complex
between the two cities, by stating to the effect that there is no way that
people from out-oi-state are going to be caught going through two ma3or
downtown business districts to get to AGROmart.') He also stated that
he thought "the plan would be good for an architectural student, but wished
that it would be planned for Lakeville for same other area."
Councilman Labalestra stated, ''I concur with Councilman Stsele's feelings,
but in talking with members of the connnunity, there seems to be an under-
lying concern that has not been brought to the surface. This would be a
statement made earlier this evening that 'three very poor' firms are in-
volved and that there are no financial backers as yet." He then asked Mr.
Hanley, "How much money is that?"
Mr. Hanley stated, "Other than time, $2,200.00'
Councilman Ecklund mentioned "that he had heard a statement by a person
not connected with the City that, "if the Vikings would sign a contract,
that construction of the stadium could start in two years."' He also
noted that an emrironmenta3 impact si~udy would have to be made.
Councilman Bla+ak stated, ''I appreciate the fine manner in which these
gentlemen have come out to address us, and that they know we are in-
terested, and they know of our opposition and the citizen's opposition.
Obviously all the people on the Council, speaking for.~yse]f, can hardly
represent the people of Falcon Heights, and yet be in favor of the project
in any way. I feel that there are matXy problems as to financing, envi-
ronmental impact studies, tra~sporation, and how to acquire property.
There is no way that a private individual can go out and btu it. They
can not condemn property."
-5-
