f <br />Mr. <br />1 <br />i <br />i~l <br />2865 <br />Hard: In discussion with the Conservation Department, I inquired <br />about this area. The trees are about 27,~years old, <br />the ponding area about 27 years vegetation. The gravel was <br />taken at that time to build the lot on the north side. That <br />has all been filled in over the years because each year the <br />policy was to dump the soil from a greenhouse. There are <br />some fine 1ega1 points of the lot but it has been established <br />that the general flowage is to the north and the deepest point <br />was to the north of Roselawn at that time there should have been <br />a culvert and no one has taken the time to find out about it. <br />Mr. Joyce: I think you should look at this realistically. The Village <br /> of Roseville, in stating that it is cutting off the culvert, <br /> is using leverage to make Falcon Heights submit to their will. <br />Mayor Warkentien: Did they say it would be cut off? <br />Engineer Lemberg: You can leave it there, but the water wouldn't go mere. <br /> Roseville doesn't care. It wi11 cut down the pipes all the <br /> way down. I couldn't state the cost of it. It took its <br /> bids for the different size pipes. It just drops one size <br /> all the way clown. We are talking about l2'' ~ 72t1 pipe. <br />Mr. Joyce: What is the difference in comparison between 1211 and 1591. <br />Engineer Lemberg: I have to low the grade of 'ihe :.and - I can't just say. <br />Mr. Stump: The comment has been made that this area was farm land prior <br /> to subdivision-and that the water has drained north.. Some- <br /> where along the 1:ine~ the County built a road. It would have <br /> provided suitable drainage to the north if it had stopped <br /> drainage of the land. This might answer the question about <br /> the hidden culvert. <br />Engineer Lemberg: I have no indication of that culvert. If the County dreated. <br /> damage to farms and land, it would have. taken care of then. <br />Mr. Sr~yker: In the past, anytime there was a drainage, the County installed <br /> a culvert. On this particular lot, the men who checked it did <br /> neot find a culvert. <br />Mr. Stump: Then all it would do would be to raise the assessment for <br />those two lots and for the others. Do they want to charge <br />us on the amount of water or the number of lots? <br />Engineer Lemberg: Same thing -about $350 per lot. <br />Stump: Still, the more area put 3.n, the more Roseville will get <br />for each parcel above that. <br />Engineer Lemberg: We are to determine which parcels are included. The drainage <br />area is established, if we make some drainage come in outside <br />of another drainage area, we have to include it. We are not <br />talking about pipe size. <br />Mayer Warkentien: Our first price from them was $118,000. We gradually reduced <br />i.t and that is when we came-out for a public hearing. We knew <br />we couln't assess you people fora $!18,000 project. We thought <br />this was at least good for a presentation to you. <br />
