Mr. Stump: I see water running down from Summer to Autumn.
Engineer Lemberg: The water on Summer breaks across at the corner lots. The
physical break is slightly :around the corner. As far as
driving on the streets, the Summer Street residents derive
benefit from this project but then so are the people who
visit you and the school buses that pick your children up
for school.
Councilman Black: Don't get the idea that one or two are in favor even with
the culvert being gone. We had little children walking to
school up to their knees in water in the Northeast section.
Ray Garcia Pretty hefty cost for a small benefit. That culvert wasn't
1906 Prior: here for years but the water went across the street. The
County will dam up the-road. What happens a year or two
from now when Fairview is upgraded? There is going to be
some improvement there.
Let's assume that there is going to have to be something
done. We are going to assess some people on Fairview. Why
couldn't we tie it in to our own system? Don't we have an
alternative to hook up to our own system? What happens if
the County decides to upgrade Fairview?
2866
Engineer Lemberg: The County has a policy whereby it won't upgrade until there
is a storm sewer. That is in a different drainage district.
You can put in but the cost is going to be that much more for
the people to the north. We foresee that the cost for the south
portion is going to be greater than this. We are saying that this
is the cheapest way out.
Mr. Joyce: How does the ditch section on the south side of Roselawn drain?
Engineer Lemberg: Part of it drains to the culvert. You would have a ditch
about dix feet deep to_continue this.
Ed Finegan: I am in favor of the minimum plan and I look at it in
several ways. It's a reasonable insurance to guarantee
me against the problems which nature, the County and
Roseville may generate. Secondly, I think that it has the
added advantage of removing me from the St . Anthor~q project.
Larry Buegler: Are we correct in asses that in some point of time we
will be in some drainage system?
Engineer Lemberg: Yes.
Larry Buegler: It might seem that it would be cheaper for those who are go3~g
to be involved in it at tFiis time. My property is going to
be improved because everyone isn't going to slop on my yard
and my children won't be playing in $se pond.
Will Rogers: Would the cost be less if we only wanted one catch basin?
Engineer Lemberg: I rather doubt it becausethe cost is much greater than the
cost they are asking from us.
