1931 <br />Lemberg: Under this project, we would install the water main along the <br /> street. Also included in that cost is the cost of extending <br /> the service line from the main to the property line and putting <br /> an the shut off valves. This will be run off into both sides. <br /> Taking the entire project cost, dividing it by assessable <br /> footage. Each lot wiU. have a service connection at the time, <br /> if and when the paro3ect gees through. <br />Robert Teig®n why is it necessary that the Maple Knoll area be turned around? <br />1656 Garden: why wouldn~t our supply be better if left this way? <br />Lemberg: We will end up with 50# pressure on the West side of Snelling <br /> Avenue, not on the East sid®. The City of St. Paul said that <br /> if any of these lines are put in, this entire area will be fed <br /> from there and the valves will. have to be shut off from the <br /> East side, so that these lines are complete loops. they must <br /> be looped or we have dead water or dead lines. <br />Nilsens Over the years, there has been a very pronounced pressure problem. <br />wm. Korstad The pressure is much better over the last couple years since <br />162 Garden Avenue: the Highland Park Reservoir was put in. That is when we had our <br /> water studies. The last couple years it hasntt been too bald. I <br /> am interested in knowing if the University of Minnesota is going <br /> to contribute on all the lines going -through their property. <br />Nilsen: we are going to approach the problem with a frontal attack. <br />Galvin: We have published the notice including University property. I <br /> have had several conversations with their attorney. There is a <br /> special statute which covers improvements on government oened <br /> property. The statute does ~ovide for assessments. Ho~rever, <br /> the University has not made a study themselves to decide they will <br /> necessarily benefit. And they advise us that the 1963 Legislature <br /> did not appropriate funds to pay assessments in St. Paul, Yinne~ olis, <br /> or Duluth. In this instance, they did not receive those this year, <br /> consequently, they cannot pay the assessments. It i.s the feeling <br /> of the Council, the engineer, the attorney that there is a benefit <br /> to the University property.. There is a complex procedure and it <br /> will be some time before we known whether the Legislature will. <br /> appropriate the funds. We are proposing to assess them as it <br /> is under a particular statute. <br />P. L. Navtzer~ what assurance do we have that St. Paul will supply us with <br />1720 St. Maiy~s: adequate water and if such fails, what will happen? <br />Lemberg: we have approached the Director of water in St. Paul and he has <br />put on record that this pressure will be available if this project <br />does go through. And we do have the double connection so in case <br />of a failure of one or the other, we will still have an adequate <br />supply. They have assured us ths,t the water and pressure will <br />be available. <br />Navtzeny: Isntt it evident that the City of St. Paul i.s going into the <br />water, business? Are we getting to the point where we are going <br />to be captive? <br />Lemberg: No. Insofar as Roseville is putting in their ovm supply or <br />reservoir. <br />
