1935 <br />Navtzeny: St. Paul is expanding their system and I recall that not too <br />long ago, West St. Paul was dictated to by St, Pant. <br />Nilsen: As far as the force of the metropolitan community is concerned, <br />the picture has changed. The parent cities are recognizing <br />the needs and it is inconceivable that they will allour a <br />deterioration of their system so as not to provide enough. <br />The change of attitude is a forurard change. <br />Navtzer~y: Are we assured? <br />I,embergs We have received a letter from them and that is why they tell <br />us about closing valves from the West Side of Snelling. <br />George Macomber I, too, am opposed. Hoer will the Council reach a decision <br />1776 No. Frye as to ~ehether or not it will be included? <br />ATi1seII: By vote Of the GOUnci1. <br />Macomber: To what degree do you weigh the petitions? <br />Nilsen: We must consider them. <br />Macomber: Hour do you weigh the vote? Just on one item or do you have a <br /> systematic procedure? <br />Nilsen: We have the feeling of the people here. We have the petitions <br /> by written signatures. The studies that the Council has made <br /> over a long period of time. The problems of the future. All <br /> of these thitrgs are factors. Upon petition of 35~ of property <br /> ou+mers, etc. I dontt think ~ure would be having this tonight <br /> unless the people felt this is something to be considered. We <br /> who moved into the areas recognized, that these things were <br /> coming and we bet that maybe they would not come while we were <br /> living here. We must realize this population explosion has <br /> forced these things. Problems of growth create this thing. <br /> The Council must weigh the benefits, detriments, etc. <br /> Certainly it4s tough, rest tough. <br />Richard B. Davis It appears to me fleet this is being presented as a package <br />1869 Moore: program. ' not specific sections and allow them to vote <br /> as to whether they want it or not. The reason is, I have <br /> invested X7.000 isi a near water system. Is there any reason <br /> why the Council catmot weight the vote of those here as well <br /> as the petitions. I never sa~r a petition. <br />Nilsen: I do not know about petitions in the Falcon Woods area. We <br /> have had problems in connection with these pro3ects. I think <br /> certainly some of the cost factors too must be considered. <br />Davis: Can this project be considered as a unit if we in Falcon Woods <br /> do not want it? <br />Alilsen: One-third of the property owners have signed. <br />McGough: Hour long do we have to pay for the assessment? <br />Nilsen: TuPenty years is normal at 6~ interest.. Assessments are payable <br /> duz'ing ~*' year by paying befoPe the end of the year. <br />
