2173 <br />constructive relationship with the City of St. Paul <br />and in an effort to resolve what appears to be an <br />inequitable arrangement under present circumstances, <br />recommend the following for the consideration by the <br />St. Paul Technical Committee and other interested agencies; <br />1. The St. Paul sewer rate structure developed <br />Resolution to the City in 1938 and which has not been modified since that date, <br />Council of Saint Paul sli4uld be thoroughly .studied by the St, Faul Technical <br />and the Saint Paul Committee and other interested agencies. <br />Technical Committees <br />2. The apparent inequities which have developed <br />since 1938 are presumed to be factors which arose because <br />of changed circumstances and suburban growth and were not <br />intended to result in the present inequities. <br />3. The sewer studies now tinder way by the St. Paul <br />Technical Committee in cooperation with representatives of <br />suburban communities in the light of the recommendations <br />of Greeley Hanson report, have resulted in the preliminary <br />development of sound principles by which a new, fair and <br />equitable rate structure can be established. <br />!~. The Falcon Heights Village Council respectfully <br />requests that the City of St. Paul establish as soon as <br />possible negotiating procedures for developing fair and <br />equitable sewer service use charges to be applied to the <br />seover facilities in the Village of Falcon Heights for the <br />year 1965. <br />5. The Clerk of the Village of Falcon Heights be <br />impowered to fcmward a copy of this resolution to the Mayor <br />and Council of the City of St. Paul. <br />Larpenteur Avenue- <br />Snelling Grade Inasmuch as it appears that this pro3ect is in the not-too- <br />Separations distant future, it was deemed advisable to act. Engineers <br />Bonestroo and Lemberg will get the latest proposal from the <br />Highway Department and bring to the Council. Black moved <br />that we ask the engineers to continue their work and bring <br />an up-te-date study of the 5nelli.ng-Larpenteur intersection. <br />Engineers will try to determine what the immediate future <br />of that intersection holds as far as the Highway Department <br />is concerned. It was requested that the above be accomplished. <br />by the Engineers by January 1st, 1965. Lotion seconded by <br />~arkentien and carried. <br />Engineers were also requested to study the left hand turn <br />off Larpenteur Avenue as it now exists. <br />Resolution Reducing Member Stone introduced the following resolution and moved. <br />Tax Levy: its adoption: <br />RESOLUTIpN REDUC7N G TAX LEVY <br />EREE15, . it Section 6 of a resolution entitled ++RE;SOLUTION <br />providing for the Issuance and Sale of WaterMain and Sanitary <br />Sever Improvement Bonds of 1963,++ adopted by the Village <br />Council of the Village of Falcon Heights, Minnesota on <br />1 <br />1 <br />J <br />
