2309 WH~[•tEAS, said petitions were executed by fifty per cent or more of the property owners abutting the land affected, and WHEREAS, said petitions were referred to the Planning Commission of the Village of Falcon Heights for public hearings and the recommendations of said commission, and WHEREAS, mailed notices and published notices of the Public Hearings on said petitions were given as required by ordinance, and WHEREAS, at said public hearings held by the Planning Commission of the Village of Falcon Heights on July 15 and September 20 and October 20, 1965 all pro- ponents or opponents of the proposed rezoning were given an opportunity to be heard orally or in writing at said meetings, and WHEREAS, the Planning Commission after study of the petitions adopted a resolution granting the request and made a final written report of their recommendations to the Village council under date of October 2l~, 1965, and WHEREAS, the Village Council held public hearing on said petition on October 27, 1965 pursuant to the applicable ordinances, and WHEREAS, mailed notice of said hearing was given on September 27, 1965 to all affected property owners and published notice was given on September 29, 1965 in the Village legal newspaper, and WHEREAS, the Village Clerk has requested and has received notice from the County Assessor stating that property involved will not be increased in valuation for tax purposes pursuant to change in rezoning of said property from R 1. to B-lA and said notice is on file in the office of the Village Clerk, and ~~eKbal WHEREAS, the Village Council of the Village of Falcon Heights has considered in addition to the oral and written statements presented at said hearing the health, safety, and welfare of the community existing and anticipated, traffic conditions, lig;~t and air, danger of fire, risks of public safety, the effect on the values of the property in the surrounding area, the effect of the proposed rezoning in parking facilities on adjacent streets, and the general welfare of the community, NOW, THEREFORE, BE IT RESOLVID BY THE COUNCIL OF THE VILLAGE of Falcon Heights, the petition and application for rezoning of the above described property be and is hereby approved. Motion for the adoption of the foregoing resolution was duly seconded by Stone and upon a vote being taken thereon, the following voted in favor thereofs Warkenti.en, Strandquist, Stone and Black and the following voted against the samea None. Whereupon said resolution was duly declared passed and adopted this 27th day of October, 1965.
