2599 <br />It was pointed out that most cities now are. making parking <br />facilities the home-oumers~ responsibility. It is becoming <br />a serious problem. Mayor Nilsen reviewed actions taken <br />regarding the Larpenteur-Selling Grade Separation and the <br />problems of parking, traffic and public safety. He advised <br />residents that everything possible is being done to make the <br />best of this situation. <br />Police Commissioner Donald Arndt, Police Commissioner, is hereby instructed to <br />and Engineer to work with Engineer Lemberg on a traffic survey in the <br />make traffic village. Study shall first be made regarding the immediate <br />survey: problem area on Larpenteur Avenue between Crawford and <br />California Avenues. Then review of all the residential <br />streets as to signs, traffic control devices, etc. <br />Northome Shopping Don Julen of the Stepnitz Agency was present regarding <br />Center Parking3 Northome Shopping Center parking facilities. Mr. Julen <br /> stated he would like to extend the east and west alley as <br /> it leaves Applebaums, directly to proposed opening at <br /> Arona. He will propose to Northern States Power an exchange <br /> of land. Plans are to blacktop the whole area except that <br /> portion owned by N. S. P. Company. He further stated that <br /> they have a proposal .for structure in the area west of <br /> Applebaums Food Market. He stated that he could approach <br /> N. S. P. about 1 easing its portion now, but if .council <br /> wants him to, he would like, to go down and advise N.S.P. <br /> that council will recommend up-grading of its portion if <br /> they will allow Stepnitz to do so. Mr. Julen stated he <br /> would include plans for parking lot in a communication <br /> addressed to village council. <br />,Sewer Rental Nilsen moved, seconded by HLack that the Village Engineer <br />Rates f, be authorized to proceed with a study of rate structure, <br /> residential rates and business or commercial rates as <br /> concerns.-sewer rental charges. Ayes: All. Nayss None. <br /> Motion was carried. <br />Trews It was. moved by Nilsen, seconded by Warkentien that <br /> boulevard trees at 1l~97 California Avenue and 1503 West <br /> Hoyt Avenue be removed. Ayes A11. Nays: None. .Motion <br /> was carried. <br />Larpenteur--Manor Black introduced the following resolution and moved its <br />Inc. Apartment adoptions <br />Building Planss <br />WHEREAS, Larpenteur-Manor, Inc. has presented final <br />plans and specifications for apartment buildings to be <br />located at 1700 West Larpenteur Avenue to the Village Council <br />of Falcon Heights, and <br />WHEREAS, the Village Engineer has reviewed the plans and <br />specifications and has recommended council approval, <br />NCMf, 'T'HEREFORE, BE TT RESOLVED that plans and specifi- <br />cations, a copy of which are on file in the Clerks office, <br />are hereby approved and the building inspector is-hereby <br />authorized to issue a building permit for Larpenteur~ulanor <br />provided theta <br />
