Aide, 1998 Autumn, representing 20 or 22 families in the & Prior area, presented the Council with a petition, signed by residents, Streets as follows: "The be],ow named citizens residing on Prior and Autumn Streets in this Village a.re of the opinion that: 1. The street constructed by the Ray Sina Contracting Co., Inc. is inadequate due to: A - h:~nroper drainage. B - Insufficient gravel base C -Violation of basic construction principles includ- ing laying of blacktop in standing Urater. D - Unknown factors. 2. The Village should not have anrroved the construction effort, particularly in view of complaints of citizens at the time of construction. 3. Having approved this street, the Council is responsible for acting to enforce the one year warranty. ~t. "Repair" of the existing street will not be sufficient. These opinions have b-en confirmed by competent engineering authority and the present condition of the street validates these o*~inions beyond question. Accordingly the below named citizens request that the Council direct the Pray Sina Contracting Company, Inc. to replace the entire street with an adequate and acceptable construction at no additional cost to the village of Falcon Heights or its citizens." :.4ayor Nilsen said he felt the charges in the petition were pretty serious; and he felt it would be well to give the Council a little time to consider them. After discussion, it was agreed that P~:embers of the Council, a representative from Toltz, King, Duvall, Anderson ~ Associates, Village Engineer Ljungren, and Ray Sina, the contractor, if po:_sible, should meet with residents of the street Saturday, at l0 A. ~T., to inspect the street and make further plans.
