1095 <br /> Several years ago, Mr. Gage, Developer of Falcon Woods <br /> Addition No. 1, posted an escrow of 95500.00 to assure the <br /> construction of Prior Avenue from Autumn St. to the south <br /> property line of Falcon Woods Addition No 1. On September 11th, <br /> 1958, Mr. Gage also posted another cash escrow in the amount of <br /> X19,178.58 which guaranteed the construction of this street <br /> together with other streets in Falcon Woods Addition No. 2. <br /> The cash escro~r posted September 11th, 1958 did not cover the <br /> construction of Prior from Summer St. south to the south property <br /> line of Falcon Woods No. 2. Carley recommends the first X500.00 <br /> escrow be transferred from Falcon Woods No. 1 to Falcon Woods <br /> No. 2 and be used as an escrow to assure construction of this <br /> portion of Prior Avenue, After .discussion, it was moved by <br /> Utecht, seconded by Shavor and unanimously voted to refer this <br /> matter to Attorney Graham. <br />Drainage <br />' Letter of September 25th from Paul Romanowski, 1920 Roselawn <br />- SVY <br />Corner was read. Letter states: Water drains to the southwest corner <br />Tatum & Rose- of Tatum and Roselawn a.nd stays there indefinitely. During a <br />lawn. storm period it is hazardous to traffic from both streets and it <br /> devaluates his property. Mayor Nilsen advised that he has had <br /> many talks with Roseville Officials, asking that the Roseville <br /> Council give permission to put a culvert across Roseville and <br /> drain into the Roseville Ponding Area. He has recently talked to <br /> Pdayor Cedarholm who has suggested a meeting between himself, <br /> Nilsen, and Roseville's Engineer, Mr. Soutter, to look over the <br /> land and see if it could be done without danger of flooding any <br /> Roseville property. Ljungren advised the County would put the <br /> culvert in at no expense to the village if Roseville authorizes it. <br />Trees Letter from the Department of Agriculture regarding the spraying <br /> of trees was turned over to Coppini for study and planning. <br />Autumn St. There were about 6 or 7 people from the Autumn Street Area at the <br /> meeting. Dan P.lide, as principal spokesman for the group, ex- <br /> pressed their dissatisfaction with the manner in which Ray Sina <br /> has put off the work on their street all summer, in spite of <br /> promises that he would be there within a day or so each time he <br /> was called; not coming in until the weather turned cold. Ljungren <br /> advised that Ramsey County, the State Highway Department and the <br /> City of St. Paul had permitted their bituminous crews to work on <br /> the 7th, that the cold snap was unexpected, and that there was a good <br /> possibility that we would have warmer weather which would permit <br /> Sina to complete their work this Fall. It was pointed out that <br /> this was not a Village Contract -- that the contract had been let <br /> by the Developer. The poor condition of the street was the divided <br /> responsibility of Gage, Lametti and Sina. That Gage had agreed <br /> to pay 96500.00, Lametti $270.00, Sina would furnish equipment <br /> and labor. There is also a charge to be paid by the Village <br /> for sewer manhole adjustments, amounting to about 96200.00. <br />- - The cost of the entire job was estimated at between 11~ and 15 <br /> hundred dollars, of which about ~~70.00 could be traced to <br />sewer construction. Ljungren stated Sina has about X300.00 <br /> worth of gravel there and feels sure he will be in to complete <br /> the work as soon as there is warm enough weather, and that there <br /> is a good possibility that there should be plenty of weather <br /> warm enough to handle the bituminous work. However, it was the <br /> feeling of all that if the weather was not warm enough to do the <br />
