Narke, P~4r. Klein and the Assistant <br />wills ?',ros. T~4anager of the Hi11s ~3rot:hers Store appeared before the Council to <br />request: permission to erect suns as per drawings submitted. <br />Nilsen advised that the morning after the plans had been sub- <br />- mitted, the Village sent the squad. car over to Carl L. Gardner <br />Associates, the Planners who are studying the Village and <br />its Ordifl~,ncas for recommendations on the signso Utecht then <br />read Gardner's report which is summarized as follows: Total <br />square footage as proposed is 711 square feet. If standards, <br />no+,,ed earlier in this report, being considered for adoption in <br />St. Louis Park and Roseville were to be applied, the total <br />square footage permi+:ted vrould be 4i~8 square feet, From the <br />standpoint of the appearance of the buildings and the general <br />character of the area, it is our opinion that. signs in many <br />cases can be more effective if used more sparingly. It is a <br />generally accepted fact that: too many signs attract less atten- <br />tion than fewer well-placed signs. Though the lights proposed <br />for the face of the canopy do not have any letters, there is some <br />question as to whether or not such lights will add to the appear- <br />ance of the building. If these lights are added for the purpose <br />of lighting the entrance only, other lighting devices will do <br />the job more effectively. The basic question is whether or not <br />the suns as proposed by Hills Brothers will constitute an imp <br />provement to the existing situation or whether these signs will <br />add to the already deleterious effect in existence. The quality <br />of the interior decor of the Hills '~rothers operation is not <br />high (Fills '3rothers' representatives indicated their intent not <br />to paint the rough fixtures which have been installed in the <br />store), Is the same level of quality on the exterior of the <br />building necessary or desirable for the general welfare of the <br />community? <br />Utecht said that in the four years he has been on the Cour.cil3 he <br />has never heard so much adverse public expression as he had heard <br />about Hills 'brothers' Store. Nilsen said Rees had indicated this <br />new s+,ore at. harpenteur and Snelling would be up-graded considerably <br />over the .tore on University Avenue near Lexington, Nilsen didn't <br />feel tha+. the type of signs suitable for Jackson Street, St. Paul; <br />or Hennepin Avenue, P2inneanolis, vrould fit into our Village. <br />Shavor said there wasn't another place in the Village with so <br />large a percentage of the exterior covered with signs as requested. <br />by Hills `3roth®~s, V:~arkentien and. Conpini both reported. they had <br />had much adverse criticism about Hills ~3rothers Store and felt sure <br />that the addition of all those flashy signs would not add to the <br />goodwill of tkie residents. <br />A tt,orney Allen said he didn't think any community could enforce <br />regulation of suns, except to prohibit those that were detrimental <br />to the Public.Health, Safety and V?elfare. Nilsen said he didn't <br />like people who vranted to ~o to the limit of the law.
