1372 <br />Ordinance. <br />Civil Shavor reported he had attended the meeting on Civil Defense <br />Defense with the Fire Department. Mrs. Phil Hagen, Ramsey County Deputy <br />Civil Defense Director, had given a short talk in which she <br />pointed out that Falcon Heights and taro other villages were <br />the only villages in the County which had not organized a <br />Civil Defense Group. They have a County Organization; they <br />have monthly meetings, at which the Public is welcomed. Our <br />group is interested in organizing so they can get some share <br />of the funds and the privilege of buying surplus items. <br />Shavor moved that the Falcon Heights Council go on record as <br />requesting the County Civil Defense Organization to conduct a <br />School on Rescue Aid for our Fire Department. Seconded by <br />Coppini and carried. The meetings are open to anybody inter- <br />ested. The Deputy Clerk was instructed to contact Mrs. Phil <br />Hagen, Deputy Civil Defense Director, regarding setting up the <br />school. <br />Water Letter of February 12, 1960 from the Federal Housing Administra- <br />tion, signed by Wallace E. Berg, Director, was read. Letter <br />advised they were enclosing their circular letter #78 which <br />delineate their policy on Water Supply Systems, and advised if the <br />present situation worsens in any community and. concrete steps <br />.have not been taken to provide a central water system, they will <br />give serious consideration to immediate withdrawal for FHA par- <br />ticipation. Letter #78 specifies, among other things, that ~ <br />applications on existing properties be accompanied by a state- <br />ment from a competent well driller or other knowledgeable <br />source that the well extends at least !t0 feet below the <br />seasonal low water table. Also that a currently dated report <br />from a competent independent laboratory that the water shows <br />no evidence of bacterial or chemical polution of domestic or <br />industrial origin. The Deputy Clerk was instructed to send <br />copies of both letters to George Croft, Building Inspector, <br />requesting that people applying for permits be advised of this <br />situation if there is a possibility that they will be drilling <br />wells, at the time the building permit is issued. <br />Walkway, Letter of February 25th from Milner W. Carley & Associates was <br />Improvement of, read. It advised: We have prepared the following preliminary <br />estimate of cost to construct a five foot wide concrete walk <br />through the walkway easement in Barthel Villas: <br />1508 sq ft 4" thick concrete walk 784.16 <br />18 lip ft 2~e CM culvert 126.00 <br />67 yds of sod 26.80 <br />2 loads fill material 15.00 <br />Preliminary est. contt. cost 9 1.96 <br />10% Engr., legal, etc. 95.20 <br />10 7.1 <br />They have not included in the above estimate any costs of <br />landscaping or sodding outside the area disturbed by con- <br />struction, etc. <br />Dogs George W. Croft, 1700 St. Marys, complained about the dogs <br />running all over the neighborhood. The Deputy Clerk was <br />instructed to get in touch with B&E Patrol. <br />
