MINUTES <br />MARCH 9, 1988 R <br />PAGE 2 <br />Baldwin stated he had personally observed Ciatti's customers parking the full <br />length of St. Mary's Street and felt there was definitely a hazard to the residents. <br />He was of the opinion that posting "No Parking" on the west side of the street <br />might provide relief until a long term solution can be worked out. Following a <br />discussion, Ciernia moved, that the west side of St. Mary's Street from the alley <br />to Maple Knoll, be posted "No Parking" and the motion carried unanimously. <br />NO ACTION ON VARIANCE REQUEST FROM VICTORIA MIKELONIS, 2216 FOLWELL <br />Wallin explained that the Planning Commission had taken no action on the matter <br />as they were unsure whether or not a variance is needed, and tabled the item until <br />an opinion has been rendered by the City Attorney. Council deferred the matter <br />awaiting a recommendation from the Planning Commission. <br />PUBLIC HEARING ON CONDITIONAL USE REQUEST FOR A PET STORE IN A B-2 DISTRICT <br />SCHEDULED FOR 7:15 P.M., APRIL i3, 1988 (TAMRA A. ROTH) <br />~~ <br />Wallin explained that at the March 7, 1988 meeting the Planning Commission recommended <br />approval of the conditional use with. the stipulation that a condition be included <br />which would prohibit using the facility as a boarding kennel. Ciernia moved that a <br />public hearing on the conditional use request be scheduled for 7:15 P.M., April 13, 1988. <br />Motion carried unanimously. <br />APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS TO PROVIDE SMOKE DETECTORS <br />FOR ELDERLY AND LOW/MODERATE INCOME HOUSEHOLDS <br />Council briefly discussed the grant application which was initiated by the Fire <br />Department, and the Department's offer to install the smoke detectors free of charge. <br />Bush moved, seconded by Chenoweth, adoption of Resolution R-88-4. Motion carried <br />unanimously. Council commended the Fire Marshal and Fire Department for their work <br />on the project. <br />RESOLUTION R-88-4 <br />A RESOLUTION REQUESTING A COMMUNITY BLOCK GRANT TO PROVIDE <br />EARLY WARNING SMOKE DETECTORS FOR ELDERLY AND LOW/MODERATE <br />INCOME HOUSEHOLDS <br />CLERK ADMINISTRATOR'S AND TREASURER'S BONDS APPROVED <br />Chenoweth moved approval of a $100,000 Treasurer's bond and a $10,000 Clerk Administrator's <br />bond. Motion carried unanimously. <br />SANITARY SEWER RATES TO BE INCREASED <br />Wiessner recommended the proposed sanitary sewer charge increases be approved and <br />explained the increases reflect steady increases in charges from the Metropolitan <br />Waste Control Commission. It was also recommended that the Municipal Code be amended <br />to include sewer charges in Section 5-15.01 (relating to license, permit, and other <br />fees), such fees to be reviewed annually. Chenoweth moved adoption of Ordinance <br />0-88-4 and the motion carried unanimously. <br />
