MINUTES <br />JULY 14 , 19 89 <br />PAGE 2 <br />DISCUSSION - REQUEST FROM DENNIS HUNT, BULLSEYE CENTER, THAT THE <br />CITY WAIVE THE TAX DELINQUENCY PROVISION OF THE CITY LIQUOR <br />LICENSE REQUIREMENTS <br />Dennis Hunt, owner of Bullseye Center, explained that he is <br />interested in applying for a liquor license for a proposed <br />liquor store in his center. This is presently prohibited by <br />City code due to the fact that Bullseye has not paid the real <br />estate taxes for the last half of 1988. He stated that Bullseye <br />Golf is in bankruptcy proceedings (Chapter 11) and in order to <br />make the reorganization work it is necessary to have a cash <br />flow, which is not the case at present due to vacancies in the <br />building. For this reason he requested the City waive the <br />requirement that taxes be paid before a liquor license can be <br />issued. He also stated that he plans to pay the back taxes at <br />$1,500 per month over a three year period. Baldwin advised Mr. <br />Hunt that the residents of Falcon Heights already have $400,000 <br />invested in the center (bonds) and the only way to protect the <br />residents from paying double taxes on the Bulleye property is to <br />have the taxes paid to cover the bond payments. Following a <br />lengthy discussion Council agreed that it would not be prudent <br />to grant Hunt's request at this time as there is no reason to <br />believe that deleting that portion of the liquor code would <br />solve the problem. If Hunt can provide assurance that this is <br />the best way to cover taxes Council would again discuss the <br />matter. <br />DONATION TO SHERIFF'S DEPARTMENT LAKES AND TRAILS RESERVE UNIT <br />Wiessner explained that in 1988 Council authorized a donation of <br />$500.00 to the Lakes and Trails Reserve Unit for extra traffic <br />patrol services for special events at the State Fairgrounds, <br />however due to an oversight the check was never issued. <br />Wiessner requested that Council authorize issuance of a check in <br />the amount of $1,000 to cover the 1988 donation of $500.00 plus <br />$500.00 for the year 1989. Ciernia moved approval of the <br />request which carried unanimously. <br />PERA CONTRIBUTION INCREASE <br />Council noted that there will be an increase of $218.00 in the <br />City's PERA payments for the remainder of 1989 due to changes in <br />the State Law. <br />AMBULANCE BID AWARDED TO ROAD RESCUE, INC. <br />Fire Chief Leo Lindig reviewed the bids received from North' <br />Emergency Vehicle Sales, North Central Ambulance Sales and <br />Service, and Road Rescue, Inc. He then recommended awarding <br />the bid to Road Rescue, Inc., based on the fact that they <br />submitted the low bid and met specifications. Following a <br />brief discussion, P. Chenoweth moved awarding the bid to Road <br />Rescue, Inc., which carried unanimously. Lindig also requested <br />that the old ambulance be kept as a back-up. Council asked that <br />the item be placed on the July 26th agenda for discussion. <br />$~i <br />
