503 <br />Barthel Ray Kroiss, 2210 Fernxood, St Paul, building contractor, <br />Villas reported that he oxned property at Garden and Holton <br />and xiahed to knox if he could secure a permit to build <br />on the property. Attorney Graham stated the question of <br />issuing a building permit for property in Barthel Villas <br />has occurred periodically for several years and that the <br />problem still is the disposing of drainage xater by the <br />prospective builder. <br />Building Building Inspector Christensen reported placing of red tags <br />Inspector's on txo construction fobs in the University Farm area, xhich <br />red tags xere started xithout securing building permits, and that he <br />has been unable so far to contact the builders. Trustee <br />Hustrulid agreed to check. on the construction and to determine <br />xho is responsible. <br />Egg The building inspector also reported receipt of an application <br />.vender from Mrs. George C. Harrison to install an egg vender, estimated <br />building to cost X600, on the Falcon Oil Company property at 1346 West <br />permit Larpenteur. Cartxright moved approval of said application, <br /> seconded by Hustrulid, and so ordered by unanimous vote. <br />Legislative Minutes of the Village Legislative committee of August 3, 195lt, <br />committee xith respect to a municipal liquors store, Tuition for School <br /> Children in University Grove and Thatcher Hall, Railxay Express <br /> delivery for the Village, rate on natural gasa, and sanitary <br /> seser, xere read. Qn the question of securing a sentiment <br /> vote of residents at the general election in November or <br /> othererise, on the establishment of a municipal <br /> liquor store, xas referred to Vill age Attorney Graham for <br /> study and report. <br />Police After a discussion of this year's part-time Village policing, <br />experiment xhich xas authorized on an "experimental" basis on May 12, 1954, <br /> it xas agreed to ask the Public Safety committee to submit a <br /> report on same xith recommendations at the council's October <br /> 13, 1954, meeting. <br />Dispatch Mayor Stenzinger referred to an article in the St Paul Dispatch <br />article of .August 25, 1954, in xhich he xas quoted as saying some members <br />misquotes him, of the council were opposed to our Village policing. Stenzinger <br />says Mayor reported that he xas misquoted and indicated he xould ask for <br />a published correction. <br />Appoint Don- The matter of appointing Don Arndt to supervise Village policing, <br />Arndt supervisor xhich it xas stated he xas doing by committee arrangement, xas <br />of Village considered. After considerable discussion, Shavor moved that <br />policing Don Arndt be appointed to act as supervisor of Village police <br />under direction of the Public Safety committee. Seconded by <br />Hustrulid and the folloxing vote; taken and recorded: <br />Ayes: Hustrulid <br />Shavor <br />Stesxart <br />Nays: Stenzinger <br />Cartxright <br />Motion passed by a three-fifths vote and Don Arndt declared <br />duly appointed to said office. <br />
