Mr. Nieman stated he believed most of the Village <br />streets have a 30-foot roadway, and to require the developer <br />to show a 60-foot road would pile to much expense on I~1r. <br />Hermes, and in that case would consider withdrawing his plat j <br />and doing nothing. <br />Engineer said he appreciated the position Mr• Hermes is in and the problem <br />Carley he has to develop his property as cheaply as possible, but that <br />he did not follow the reasoning for not opening up the 60-foot <br />street. Carley said the 60-foot street has no connection with <br />what has been done elsewhere, also where this has not been done <br />properly that we are paying the price, and that it never will be <br />corrected unless we open streets at a standard width. He said <br />if homes are.to be constructed on the east side, the Village will <br />be forcad in the not distant future to widen the street. If a <br />performance bond is secured, this assures that the street will be <br />improved according to Village standards, Carley said. ndr. Carley <br />said the Village may require a performance bond or assess the <br />cost against the benefited property. <br />Attorney Graham In questioning Cdr. Carley, Attorney Graham brought out that the <br />questions Carley present roadway is on the 33 foot strip and that this is a 20-foot <br />street. As to the Village roadways being 30 feet, Mr. Carley <br />said that the new plan calls for 32 feet, allowing for boulevard <br />tree planting and snow plowing service. As to construction <br />cost, ?Ar. Carley said this could be done from a long range <br />standpoint for $~Lt,,.~iQO. CtO... He said thg counc~.l may assess the <br />costs but this is something that will have to be worked out. <br />The other way he said would be to add 10 feet on the east side. <br />Mr. Carley advised the councii~that they should have a policy <br />of asking for 60-foot streets or half of 60 feet on the property <br />line of teach proposed plat, stating that this had been the custom <br />from the beginning in filing plats in this County. <br />Attorney Graham said he believed it was for the Planning Commission and Council <br />to determine if they should waiver from the 60-foot street, <br />and asked if the council is willing to assume part of the cost, <br />assuming we are going to require 60 feet. It was also pointed <br />out that a survey would be needed before putting in the road <br />and to determine what the costs would be, <br />Planning Commission Lorris ~lilliams, Chairman, Planning Commission, in restating <br />their position, said that they stand for the b0-foot width <br />and believe this is good community planning. <br />Council sets Cartxri.ght then moved that the Village concur with the Planning <br />60 ft. width Commission in setting the street at a width of 60 feet, Stenzinger <br />seconded and motion carried unanimously. <br />Survey Cartwright also moved that Engineer Carley be asked to survey <br />ordered the property in question and submit a street plan, a survey <br />and an estimate of the costs necessary to run a standard <br />Village section down the middle of the right of way., including <br />the boulevards. Seconded by Shavor and carried. unanimously. <br />procedure After discussion, Shavor moved that the procedure for putting <br />in the roadway and for distributing the costs be referred to <br />Attorney Graham and Engineer Carley for study and recommendation. <br />Seconded. by Hustrulid and carried unanimously. <br /> <br />
