N. L. Hermes reported that a prospective purchaser of one of Hermes <br />residential properties along Fry street had decided against <br />buying on the basis that there was an estimated $300 special <br />assessment Mgr lot in this area. The Clerk reported that <br />any inquirers rho had contacted him had been informed there <br />were no assessments pending or outstanding against said <br />property. In connection with St Paul's offer to extend <br />a water main along the north side of Larpenteur avenue west <br />of Snelling to a point opposite the Village Hall, the <br />matter of supplying St Paul rater to St Marys and Fry streets <br />was also discussed xith Mr. Hermes. <br />Pitot equipment - In connection xith Pitot equipment on Fire Department <br />requisition of February 15; Trustee Cartwright presented <br />Test &. inspection letters he had received in following up th.is_matter from <br />of .pumping equipmen t the State Fire Marshal, the Fire Underwriters Inspection <br />Bureau, City of St Paul Water Department, and from the <br />Superintendent of Apparatus, Public .Safety Repair Shop, <br />City of St Paul. Cartwright then recommended that xe <br />defer purchase of the Pi tot equipment, and moved that the <br />Fire Chief request the Fire Underwriters Inspection Bureau <br />to conduct a test and inspection of all of our pumping <br />equipment, and that he secure from the Water Department, <br />City of St Paul, a record of the static pressures at all <br />of the hydrants. Seconded by Shavor and motion carried <br />unanimously. It was also agreed that the Clerk sh ould <br />ask the Fire Chief to let the council know as to cost <br />of the Fire Underwriters inspection and when it can be <br />made. <br />Water Main In discussing the cost of the extension of a water main <br />extension by the City of St Paul along the north side of Larpenteur <br />from Snelling to a point op os to the Village Hall, <br />Attorney Graham's letter xas answering questions on this <br />matter as referred to him at our February 24 meeting. <br />Trustee Cartwright was asked to check on costs of supplying <br />water from the proposed main to St Marys and Fry streets. <br />Public Safety The Commission's report dated March 9, 1955, xith respect <br />to financial summary for 1954, general summary of police <br />activity in 1954, etc., xas presented. Stenzinger then <br />moved that the report be accepted, Seconded by Shavor and <br />carried unanimously. <br />Action on Commission's In connection xith the Commission's recommendations (1) <br />recommendations that the position of Public Safety Supervisor be clarified <br />and (2) if the Public Safety Supervisor is to record tags, <br />.that the tags be entrusted to his care and issued to the <br />police officers by him. After discussion, Shavor moved <br />that the Public Safety Commission be authorized to prepare <br />a set of rules covering the operation of all police <br />activities for council approval. Seconded by Cartwright <br />and motion carried unanimously. <br />Sxanson's powers A portion of Attorney Graham's letter of March 5 xas <br />as spl. police & read xith respect to council authority to direct and <br />constable control the activities of George Swanson as a special <br />police officer, and about Sxanson's duties as Constable <br />elect and council authority in this respect.
