~i~ <br />Ornamental A letter from Mr. E.V. Uergstrom, Northern States Power Company, <br />lighting St Paul, was read relative to the Line & Material Company's <br />display mobile display unit of ornamen tal street lighting. After <br />discussion, Shavor moved that the letter be referred to Trustee <br />Nilsen to see if our Falcon Heights businessmen would be <br />interested in a meeting for viewing the display unit, and <br />that reply be made to Mr. Bergstrom accordingly. Seconded by <br />Cartwright and motion carried unanimously. <br />Beauty Shop Building Inspector Christensen presented application from <br />sign the DeWitt Hair Styling, 1549 Larpenteur Avenue West, for <br />permission to install against the building a beauty shop sign. <br />On motion by Shavor, seconded by Nilsen, the application was <br />approved. <br />Fire Dept. Requisition No. 92, covering items needed by the Fire Department, <br />Reqn. #92 including ammonia, cleaning compound, 1 pr. leverage snips, <br />1 pr. side cutters, etc., was read. Cartwright moved approval, <br />seconded by Shavor, and motion carried unanimously. <br />Vacation time Claim of Fire Chief Earl W. Grumke for time worked relieving <br />worked by paid firemen, Stanley P. Schultz and. B.J. Slama during their <br />Fire Chief vacations for periods, .August 11 1956 to August 25, 1956, and <br /> September 10, 1956 to September 25, 1956, was considered. <br /> After discussion, 8artwright moved that Fire Chief Grumke <br /> be paid for said time at the rate of $300.00 per month. , <br /> <br />U. of M. Seconded by Shavor and motion carried unanimously. <br />Attorney Graham reported to the council that he had checked <br />condemnation the law and that under the 1955 appropriat~an act he believes <br />proceedings the University has the power to condemn lands for the purposes <br /> stated in their petition. <br />Police It was reported that the Police .Survey Committee's 4-man, <br />proposal full-time police proposal as submitted by the Mayor and <br />changed the Committee at our September 12, 1956 meeting, had been <br /> changed. It was stated that the new proposal calls for <br /> one full-time police chief at a salary of X350.00 to ~l~00.00 <br /> monthly and that our part time policemen would be retained. <br /> Also peaposed was the purchase of a station wagon type squad <br /> car equipr~ed with two-way radio. Possible fines were estimated <br /> at $3,000. Utecht, Cartwright and Nilsen spoke for the new <br /> proposal and indicated they favored immediate council action on <br /> it. Shavor said he was not ready to act on a proposal that he <br /> had not seen previously and that he wanted time to study the <br /> proposed system to see if there was need for it. Stewart <br /> presented a memo, including questions from citizens who were <br /> opposed to the plan, and asked why the proposal had not been <br /> referred to our Public Safety Committee. Clarence Rekstad, <br /> 1790 North Pascal, stated that the need for the proposed <br /> police system had not been established, <br /> After some <br /> further discussion, and on recommendation of William E. Olsen, <br /> a member of the Police Survey Committee, Nilsen moved that <br /> the matter beheld over until the council's meeting of <br /> October 10, 1956. Seconded by Stewart and motion carried <br /> unanimously. <br /> <br />
