`23 <br />Inquiry re A4r. John Capetz, 1265 .Berkeley, St Paul, asked if the lot_ <br />zoning of lot. on the southwest corner of Larpenteur and Pascal avenues <br />(John Capetz) was zoned for a commercial building or an apartment. <br />He was informed that the present zoning permitted apartment <br />house construction. <br />Robert P. Folsom, who said he had been a resident and tax payer of the Village <br />1835 Arona for five or six years, stated he understood the council was <br />considering the employment of a fiscal agent for our proposed <br />sewer project. Mr. Folsom said that prior to a year ago he <br />was in the fiscal business for a period of years, having set <br />up over 200 bond issues, also that he was a licensed attorney <br />and qualified to speak on fiscal services. Mr. Folsom questioned <br />our need of employing a fiscal agent, stating that some <br />municipalities have been induced to employ a fiscal agent on <br />the basis that he could do certain things for the community <br />that a fiscal agent could not possibly do. On interest rates,' <br />he said these were determined by market conditions and, the credit <br />and character of the municipality. Said the only place where <br />a fiscal agent could possibly effect a saving is when the <br />bond issue is set up. Mr. Folsom stated that the essential <br />services needed by the Village can be provided by our engineer <br />and attorney. P4Qr. Folsom said that whether a fiscal agent <br />is employed or not, the services of a qualified municipal <br />fond attorney will be needed. Folsom said that if we are <br />going to employ fiscal agent service, he would suggest T.G. <br />Even son ~ Associates, Inc., of Minneapolis, on the basis of <br />their experience and qualifications. He also indicated <br />he would be glad. to work with the c ouncil in connection with <br />the seer financing matter at any time. <br />Neon Sign - Building Inspector Christensen recommended approval of <br />Jane Garrott the Neon sign for Jane Garrott Candies in the new shopping <br />Candies center. On motion by Shavor, seconded by Cartwright, <br />it was voted unanimously to authorize the building inspector <br />to issue the permit. <br />Fireman Ray Fire Chief Grumke's letter of October 9, was read, reporting <br />Merkel injury on injury sustained by Fireman Ray Merkel while answering <br />a call at 1636 Garden Avenue. Reports of the injury for <br />our insurance company were attached to the letter. After <br />discussion, Cartwright moved that the papers be referred to <br />the Village attorney authorizing him to file the claim. <br />Seconded~by Utecht and motion carried unanimously. <br />Tank truck Letter of October'9, 1956 from Fire Ghief Grumke was read, <br />requested by relative to the need for securing a tank truck in order ~o <br />Fire Chief improve fire protection in areas west of Snelling Avenue, <br />and for meeting emergencies such as bursting of the 36" <br />water main on .North Dale street resulted in. The matter of <br />working out a mutual aid arrangement with Roseville was <br />discussed in this connection. It was agreed that Mayor <br />Utecht should contact Mayor Kitts of Roseville to see if <br />a meeting could be arranged at which Falcon Heights would <br />be represented by l:4ayor Utecht, Trustee Cartwright and <br />Fire Chief Grumke. <br /> <br />
