I ~ <br />LJ <br />The system can be expanded to 40 direct dial lines. The current system is limited to 4. <br />Additional lines would pay the per-line charge, and have access to all the system features. <br />The system will be E-911 capable-a unique identifier for each direct dial line on the system will <br />display the address of the caller to 911. Currently, our DID lines cannot be identified (with the <br />exception of the 644-5050 number). <br />Software is constantly upgraded through CISCO Smart-net, and also covers all hardware <br />upgrades as part of the yearly service agreement. <br />Call accounting software manages long-distance charges, and identifies the phone extension <br />called from, and the rate is approximately 5 cents per minute at this time. Currently, we pay 35 <br />cents per minute. <br />Disadvantages: <br />The City will need to change our phone numbers. We can retain the 644-5050 number for a <br />period of about six months, and after that, a recorded message will re-direct callers to our new <br />phone number. Staff estimates that we will be able to expend current stocks of letterhead, <br />business cards and other printed material, and then re-order with the new phone numbers. Our <br />• fax line will remain unchanged. The new phone number would be 651/792-7600. <br />The city will need to promote the new phone numbers, so there will be advertising/copying costs <br />associated with the switch. Staff estimates this will not exceed $1,000. <br />If fiber-optic lines go down, our phone system is vulnerable to down-time. Of course, with the <br />current system, we have experienced periods of outage due to equipment failure. However, <br />given Roseville's experience, the new system should be more reliable that our current system. <br />Term of Agreement: <br />The Cities have prepared a service addendum to the IT Services Agreement. The yearly cost of <br />this service agreement will be $2,500. <br />Timin <br />While there may be advantages to waiting until the end of this year to implement the new system <br />(for instance, phone books are printed in June), staff is concerned that the old system is in very <br />bad condition, and we are spending a great deal of money each year to keep it up and running. A <br />catastrophic failure could create a situation where the city would be without phones for several <br />days. At that point, staff would not recommend investing further resources into the old system. <br />Therefore, we would recommend that the new system be installed by the end of this summer, to <br />ensure that our communications with residents and others are not severed. <br />• <br />34 <br />
