local governments to use a variety of means to make purchases. ~e are trying to get specific • <br />authority for electronic bidding and reverse auctions, among other approaches. <br />A LMNC policy committee adopted recommendations earlier in the month along these lines and <br />will bring them to the full Board later in the fall. I have just initiated conversations with the <br />Association of Minnesota Counties to see if that organization will support this initiative as well. <br />I will keep you posted as things move forward. <br />Participation . <br />To assist all of you in evaluating the benefits and costs associated with participating in expanded <br />cooperative purchasing, I will provide access to our Master Contracts at no charge through the <br />end of this year. My only requirement is that you each execute a joint powers agreement with <br />Saint Paul. Once the joint powers agreement is signed for your jurisdiction, I will send you a <br />complete list of our contracts and instructions about how to request copies. If you want to <br />continue using the contracts next year, there will be a charge as described in the attachment. A <br />joint powers agreement is also needed if you want to begin using our printing services. I have <br />included the steps to completed the joint powers process as part of the packet. <br />I am pleased to have this opportunity to work with you.
