Green Company <br />September 4, 2003 <br />File: 811550) <br />Mr. Bill Maertz <br />2077 Larpenteur Avenue West <br />Falcon Heights, MN 55113 <br />RE: PARK AND SIDEWALK EVALUATION <br />Dear Mr. Maertz: <br />We have completed the evaluation of the. sidewalk and grading issues on the east side of Curtiss <br />Field Park, and present the following recommendations for your consideration. <br />Sidewalk Evaluation <br />The sidewalk around the parking lot, park building, and playground is generally in poor condition. Most <br />of the sidewalk has settled below the top of the curb and portions are cracked and separating. It is our <br />recommendation that all the sidewalk and concrete pavement be replaced from the driveway at 1543 <br />. Iowa Avenue to and around the park building, as part of the Curtiss Field Pond Renovation Project. <br />We anticipate that the redesigning of the sidewalk will take approximately 10 hours of staff time. <br />Gradina Issues <br />As we discussed on the phone, there are some drainage issues around the perimeter of the park on <br />the east and north sides that are outside the original scope of this project. <br />The properties abutting the east side of the park have installed temporary retaining walls against the <br />fence, constructed from wood boards, timbers, and patio pavers to prevent erosion of their property. <br />The park property is approximately 6 to 12 inches lower on the park side of the fence. There is also a <br />grade break along the north fence line that is eroding and has led to some washouts of the top soil. <br />We recommend that the park be re-graded so that there is an approximate 64-inch wide shelf on the <br />park side of the fence at the same elevation as the abutting properties. This shelf would eliminate the <br />need for a retaining wall and .provide for a safer means for City employees to mow-the grass. The <br />slope from the shelf would then be graded at 4:1 to .the existing ground. <br />Additionally we recommend that the park path be graded in such a way that installing a ramp or stairs <br />on the north end of the park is not necessary. This would still provide handicap access to the park <br />facilities and provide for ease of maintenance and snow removal.
